1800 East Lake Shore Drive
February 4, 2010
2. There will be three (3) vertical banners with an area of 240 square feet for a total of 720 square
feet of signage on the south side of the hospital. On the west side of the hospital, there will be a
2,000 square foot sign. The signage to encompass the construction site itself will be 800
(8'X100') square feet and attached to the fence, this will help to create a site barrier between the
construction site and the motoring public. There will also be two (2) 60 square foot signs located
at the entrances to the hospital, one (1) on the east located on the south side of the entrance and
one (1) on the west.
3. The proposed amendment will allow for the petitioner to locate temporary signage on premise
until the expansion project is complete or by June 30, 2012.
4. Due to the lack of quorum, the January Plan Commission was not held. The petitioner was
permitted to put up the banners with the understanding that if the PD amendment was not
approved the signage would have to be removed. The petitioner currently has some of the
signage in place for the Ground Breaking Ceremony that was held on January 27, 2010. The rest
will be put up at a later date.
STAFF ANALYSIS
1. The proposed amendment to the PD is consistent with the character of the surrounding
neighborhood and general area.
2. The PD amendment is consistent with the intent of the original PD and the Comprehensive Plan.
STAFF RECOMMENDATION
1. Staff recommends approval of the amendment to the PD with the following conditions:
a. All of the temporary signage will have to be removed by June 30, 2012 this includes the three
(3) banners on the south side, one (1) on the west, two (2) project announcement signs at the
entrances and the signage encompassing the construction site itself.
b. Sign permits will be required before any signage is installed.
PLAN COMMISSION ACTION
1. According to section XIX.G.2 of the Zoning Ordinance the Plan Commission shall review the
application at a public hearing and will make findings concerning the consistency of the
application with the Comprehensive Plan, the Zoning Ordinance and other land development
regulations. Based on the findings, the Plan Commission will make a recommendation to the
City Council. A motion to forward Calendar Number 10-02 to the City Council with a
recommendation for approval is suggested.
The above report constitutes the testimony and recommendation of the Planning and Economic
Development Division, Economic and Urban Development Department, City of Decatur.
Suzan Stickle
Senior Planner
ATTACHMENTS
1.
