DEVELOPMENT SERVICES MEMORANDUM
No. 10-10
February 10, 2010
TO: Honorable Mayor Michael T. McElroy a d City Council
FROM: Ryan P. McCrady, City Manager
Greg C. Crowe, Assistant City Manag
Suzan M. Stickle, Senior Planner
SUBJECT: Amend the PD Planned Development District located at 1800 East Lake Shore
Drive
SUMMARY RECOMMENDATION: Staff recommends approval of the amendment to the
Planned Development District with the following conditions: 1) All of the temporary signage
will have to be removed by June 30, 2012 this includes the three (3) banners on the south side,
one (1) on the west, two (2) project announcement signs at the entrances and the signage
encompassing the construction site itself. Sign permits will be required before any signage is
installed. The City Plan Commission voted 8-0 to recommend approval of the petition at the
February 4, 2010 meeting; the minutes of the meeting are attached.
BACKGROUND: The subject petition requests that the approximately 33 acre Planned
Development be amended to allow for temporary signage.
In 2002, the subject site was rezoned from R-3 Single Family Residence District and 0-1 Office
District to an 0-1 PUD Planned Unit Development District for a new office building and
additional parking. It was then rezoned to a Planned Development (PD) in 2003 when the
hospital acquired more property and requested to add more signage. The PD was then amended
in 2007 to allow for emergency room directional signage on the property. An amendment
occurred in September of 2008 to allow for additional acreage to be added to the west, a new
sign and 245 new parking spaces. The latest amendment occurred in March of 2009 to allow for
the expansion of the emergency department, admitting and lobby areas as well as additional
parking spaces.
The subject petition requests that the PD be amended to allow for temporary signage on the
building, on a fence encompassing the construction site and at the two (2) entrances. The
signage is being requested to promote the emergency room expansion project. The construction
project is expected to last two (2) years and therefore beyond the Zoning Ordinances definition
of a temporary sign. The signs on the building and fence will be constructed of outdoor vinyl
mesh and the entrance signs will be constructed of Medium Density Overlay (MDO) board.
There will be three (3) vertical banners with an area of 240 square feet for a total of 720 square
feet of signage on the south side of the hospital. On the west side of the hospital, there will be a
2,000 square foot sign. The signage to encompass the construction site itself will be 800
(8'X100') square feet and attached to the fence, this will help to create a site barrier between the
construction site and the motoring public. There will also be two (2) 60 square foot signs located
