Excerpts from Plan Commission Minutes of February 4,2010: <br /> Cal. No. 10-02 Petition of ST. MARY'S HOSPITAL to amend the <br /> PD Planned Development District located at 1800 <br /> EAST LAKE SHORE DRIVE for temporary <br /> signage. <br /> Ms. Suzy Stickle was sworn in by Mrs. Janet Poland. <br /> Ms. Stickle presented the recommendation of staff: <br /> The subject site is located at 901 North Main Street and is currently developed as Grace United <br /> Methodist Church on approximately 5.44 acres. <br /> The approximately 33 acre subject site currently contains St. Mary's Hospital, Medical Offices, <br /> and parking lots. <br /> In 2002, the subject site was rezoned from R-3 Single Family Residence District and 0-1 Office <br /> District to an 0-1 PUD Planned Unit Development District for a new office building and <br /> additional parking. It was then rezoned to a Planned Development (PD) in 2003 when the <br /> hospital acquired more property and requested to add more signage. The PD was then amended <br /> in 2007 to allow for emergency room directional signage on the property. An amendment <br /> occurred in September of 2008 to allow for additional acreage to be added to the west, a new <br /> sign and 245 new parking spaces. The latest amendment occurred in March of 2009 to allow for <br /> the expansion of the emergency department, admitting and lobby areas as well as additional <br /> parking spaces. <br /> The subject petition requests that the PD be amended to allow for temporary signage on the <br /> building, on a fence encompassing the construction site and at the two (2) entrances. The <br /> signage is being requested to promote the emergency room expansion project. The construction <br /> project is expected to last two (2) years and therefore beyond the Zoning Ordinances definition <br /> of a temporary sign. The signs on the building and fence will be constructed of outdoor vinyl <br /> mesh and the entrance signs will be constructed of Medium Density Overlay (MDO) board. <br /> There will be three (3) vertical banners with an area of 240 square feet for a total of 720 square <br /> feet of signage on the south side of the hospital. On the west side of the hospital, there will be a <br /> 2,000 square foot sign. The signage to encompass the construction site itself will be 800 <br /> (8'X100') square feet and attached to the fence, this will help to create a site barrier between the <br /> construction site and the motoring public. There will also be two (2) 60 square foot signs located <br /> at the entrances to the hospital, one (1) on the east located on the south side of the entrance and <br /> one(1) on the west. <br /> The proposed amendment will allow for the petitioner to locate temporary signage on premise <br /> until the expansion project is complete or by June 30, 2012. <br /> Due to the lack of quorum, the January Plan Commission was not held. The petitioner was <br /> permitted to put up the banners with the understanding that if the PD amendment was not <br /> approved the signage would have to be removed. The petitioner currently has some of the <br /> signage in place for the Ground Breaking Ceremony that was held on January 27, 2010. The rest <br /> will be put up at a later date. <br />
