System shall include removal of: the turbines, any above ground <br /> improvements, fencing, all foundations, pads, underground electrical <br /> wires, or any other components associated with the wind energy system's <br /> operations, all of which shall be to a depth of ten (10) feet. <br /> 11. Signage. <br /> a. Commercial marking messages, banners, or advertising of any kind on <br /> a Wind Energy System shall be prohibited. <br /> b. One (1) sign, no less than four(4) square feet and no greater than (6) <br /> square feet in area, shall be posted at the base of the tower. The sign <br /> shall include a notice of no trespassing, a warning of high voltam <br /> the phone number of the property owner/operator to call in case of <br /> emergency. <br /> 12. Tower Access. <br /> a. The tower should not be accessible for unassisted climbing. This can <br /> be prevented by not providing rungs for the first twelve (12) feet, covering <br /> the climbing apparatus, enclosing the base of the structure with a six (6) <br /> foot fence, or by any other approved preventative measures. It shall be a <br /> violation of this Section for any unattended Wind Energy System to be <br /> accessible for unassisted climbing. <br /> 13. Color. <br /> a. The Wind Energy Systems shall be of a neutral color, such as white or <br /> light grey, and the surface shall be non-reflective. <br /> 14. Lighting. <br /> a. No lights shall be installed on any part of the Wind Energy System, <br /> unless required to meet FAA regulations. <br /> 15. Soil Studies <br /> a. Provide proof that the site's soil conditions meet the minimum <br /> standards as specified by the tower turbine manufacturer. <br /> b. Formal site soil analyses are not necessary or required for residential <br /> scale turbines if they are designed to withstand worst case scenario <br /> soil conditions. <br /> c. For turbines greater than twenty (20M kilowatts, a Structural <br /> Engineer's seal will be required as well as a full soil analysis of the site. <br /> 16. Liability Insurance. <br /> a. Proof of liability insurance for a duration of not less than 24 months <br /> from the estimated completion date of construction of the Wind <br /> Energy System, covering loss or damage to persons or property <br /> occasioned by failure of the facility, shall be provided, and updated <br /> proof shall be provided annually thereafter. <br /> 17. Local Historic Districts, Local Landmarks, and National Historic Districts. <br />
