a. Multiple Wind Energy Systems may be allowed if they meet all <br /> regulations as required herein. The Wind Energy System must also <br /> maintain a setback from each other equal to the extended height of the <br /> structure. <br /> 7. Rooftop Wind Energy Systems. <br /> a.Wind Energy Systems designed to be installed on top of structures, must <br /> meet all regulations as required herein. <br /> 8. Force Wind Standards. <br /> a.The Wind Energy System must be engineered to withstand wind forces of <br /> up to 110 miles per hour. <br /> 9. Redundant Braking Systems. <br /> a.All Wind Energy Systems shall be equipped with a redundant braking <br /> system. This includes both aerodynamic over speed controls (includes <br /> variable pitch, tip, and other similar systems) and mechanical brakes. <br /> Mechanical brakes shall be operated in a fail-safe mode. Stall regulation <br /> shall not be considered a sufficient braking system for over speed <br /> protection. <br /> 10. Removal of abandoned Wind Energy Systems. <br /> a. Within 180 days of notice that a Wind Energy System is inoperable the <br /> owner or occupant shall restore the Wind Energy System to full operating <br /> condition. It shall be a violation of this Section for any owner or <br /> occupant to fail to fully dismantle and remove a Wind Energy System <br /> that has been inoperable in excess of 180 days. The City of Decatur shall <br /> be authorized to remove any Wind Energy System that has been <br /> inoperable in excess of 180 days, at the owner's and/or occupier's <br /> expense and the costs of removal shall be a lien against the property. <br /> Removal of the Wind Energy System shall include removal of. the <br /> turbines, any above ground improvements, fencing, all foundations, pads, <br /> underground electrical wires, or any other components associated with <br /> the wind energy system's operations, all of which shall be to a depth of <br /> ten (10) feet. <br /> 11. Signage. <br /> a.Commercial marking, messages, banners or advertising of any kind on a <br /> Wind Energy System shall be prohibited. <br /> b. One (1) sign, no less than four (4) square feet and no greater than (6) <br /> square feet in area, shall be posted at the base of the tower. The sign <br /> shall include a notice of no trespassing, a warning of high voltage, and <br /> the phone number of the property owner/operator to call in case of <br /> emergency. <br /> 12. Tower Access. <br />
