evidence concerning the compatibility of the project and its effects on surrounding <br /> properties and other physical conditions. The application shall be submitted along <br /> with the following information: <br /> 1. A site plan showing the following information: <br /> a.Existing and proposed contours, at a minimum of two (2) foot intervals. <br /> b. Location, setbacks and exterior dimensions of all structures. <br /> c.Location and size of all easements. <br /> d. Location of any overhead lines. <br /> e.Areas subject to flooding. <br /> f. Any and all other pertinent information regarding the installation, <br /> construction and operation of the wind energy system. <br /> 2. Approval letters from all utility companies. <br /> 3. Proof of notice to all property owners within a 250 foot radius of every lot line <br /> of the property on which the wind energy system is to be erected. <br /> 4. Manufacturer's engineering specifications of the tower, wind energy system <br /> and foundation. <br /> 5. Plans of the proposed tower and foundation shall be signed and sealed by a <br /> Structural Engineer licensed in the State of Illinois for turbines greater than <br /> twenty (20kW) kilowatts. <br /> 6. Detailed drawing of electrical components as supplied by the manufacturer and <br /> installation details which conform to the National Electrical Code <br /> 7. A plan for decommissioning and reclaiming the wind energy system, and a <br /> bond for doing so in an amount not less than one half the cost of constructing <br /> the wind energy system. <br /> 8. Any and all other pertinent information regarding the installation, construction <br /> and operation of the wind energy system. <br /> D. REVIEW AND APPROVAL <br /> 1. Technical Review Committee. <br /> The Technical Review Committee (TRC) shall review the site plan at a date <br /> scheduled by the Secretary of the TRC. The applicant and his/her design <br /> professionals may participate in this meeting. Based upon the information <br /> provided by the applicant, the TRC may recommend approval, conditional <br /> approval, or denial to the Plan Commission. The recommendation of the TRC <br /> will be compiled into draft conditions of approval. If the TRC determines that <br /> more information is needed before the application can be approved, they may <br /> place the application on hold, in which case the TRC will advise the applicant <br /> as to the contents which will be required before approval can be recommended. <br /> Applications placed on hold will be rescheduled to the next meeting of the <br /> TRC unless the applicant requests more time. <br /> 2. Plan Commission Review. <br /> After the Wind Energy System Permit application and site plan have been <br /> filed, said application, site plan, and draft conditions of approval will be <br /> considered by the Plan Commission at a public hearing.
