The subject site is located in the 2200 Block of East William Street and is currently developed as a <br /> Retail Strip Shopping Center with a parking lot on approximately 4.23 acres. <br /> PROJECT DESCRIPTION <br /> 1. The petitioner proposes to rezone the parcel from B-1, Neighborhood Shopping District to B-3, <br /> Planned Shopping Center District in order to redevelop the site into a more modern aesthetically- <br /> pleasing retail strip shopping center. <br /> STAFF ANALYSIS <br /> 1. The proposed development has been designed in accordance with the attached conceptual site plan <br /> for commercial development of the site. In addition, the proposed plan provides for a unified <br /> landscape plan for frontage and parking. <br /> 2. The proposed development has been designed to complement the adjoining neighborhood through <br /> landscaping, architectural features, pedestrian access and general orientation of the site. <br /> 3. It has been determined by Engineering that a traffic impact report will not be required. <br /> 4. Staff believes that the proposed development is compatible with the surrounding area and will <br /> have a positive impact on the neighborhood. A retail strip shopping center has been at this <br /> location for a number of years and it has not appeared to have had an adverse effect on the <br />
