The plan is consistent with the comprehensive plan for commercial development. <br /> The existing streets are adequate to carry the anticipated traffic of the development. The proposed <br /> utilities are adequate to serve the development. <br /> 5. The outside storage of merchandise, materials or equipment that would constitute a hazard or <br /> seriously interfere with vehicular or pedestrian traffic, or that would create a conflict between <br /> vehicular and pedestrian traffic is strictly prohibited. <br /> 6. Access to the property is to be provided from East William Street,North 23`d Street and East North <br /> Street. Parking is sufficient to meet the needs of the center. Loading and unloading docks are <br /> adequate to serve the site. <br /> 7. The plans include a proposed sign along East William Street. <br /> 8. City water and sewers are currently provided to the site. <br /> 9. The B-3 Planned Shopping Center plan has been reviewed by the City's Technical Review <br /> Committee; Planning, Engineering and Fire have approved the proposed plan. <br /> STAFF RECOMMENDATION <br /> 1. Staff recommends approval of the rezoning to B-3 Planned Shopping Center with the following <br /> condition: <br /> a. Final site, landscaping and lighting plans shall be submitted to and approved by the <br /> Economic and Urban Development Department, the Department of Public Works and the <br /> Fire Department prior to building permits being released. <br /> PLAN COMMISSION ACTION <br /> 1. Section XIII. requires the Plan Commission to hold a public hearing to review a Planned Shopping <br /> Center District, and then forward its report and recommendation to the City Council for final <br /> approval.
