ECONOMIC AND URBAN DEVELOPMENT MEMORANDUM
No. 09-57
August 12, 2009
TO: Honorable Mayor Michael T. McElroy and City Council
FROM: Ryan P. McCrady, City Manager VT
Greg C. Crowe, Assistant City Mana&'
Suzan M. Stickle, Senior Planner5 .
Stephanie E. Ashe, Historic Preservation and Corridors Planne4
SUBJECT: Rezone 1596 North Main Street from R-6 Multiple Dwelling District to PD Planned
Development
SUMMARY RECOMMENDATION: Staff recommends approval of the rezoning with the
following condition:
a. The Rezoning Ordinance will not be signed until the Demolition Permit for the main structure
has been finalized.
The City Plan Commission voted 7-0 to recommend approval of this petition at the August 6, 2009
meeting; the minutes of the meeting are attached.
BACKGROUND: The subject site is located at 1596 North Main Street, contains approximately
7,080 square feet and currently houses a single family home with a detached garage. The petitioner
owns many lots along this corridor and is proposing to use the garage as storage for lawn equipment
for the maintenance of said lots.
The petitioner proposes to rezone the parcel from R-6, Multiple Dwelling District to PD Planned
Development in order to allow for a free standing garage to remain on the property once the main
structure is demolished. The garage will be used for the storage of lawn equipment.
The surrounding zoning includes R-6, Multiple Dwelling Districts and B-2, Commercial Districts.
The Decatur Urban Area Land Use Plan shows this area as Commercial-Planned Development. The
proposed use of a storage garage for lawn equipment is compatible with the adjacent uses of the
surrounding area as many homes use their garages for lawn equipment storage. Maintaining this
garage as well as the petitioners surrounding properties in the area will not have an adverse affect on
the adjacent properties. The rezoning is compatible with the intent of the Comprehensive Plan and
the Decatur Urban Area Land Use Plan.
POTENTIAL OBJECTION: There were no known objectors at the Plan Commission Meeting.
INPUT FROM OTHER SOURCES: The rezoning has been reviewed by the City's Technical
Review Committee; Planning, Engineering and Fire have approved the proposed rezoning.
STAFF REFERENCE: Any additional questions may be forwarded to Stephanie E. Ashe at 424-
2781 or at sashe@decaturil.gov.
BUDGET/TIME IMPLICATIONS: None.
