November of each year, by the retarding of one hour, official time shall be returned to Central Standard Time; and all proceedings of the Council and all business of the City shall be regulated thereby; and when by ordinance, resolution, or action of any City officer or body, an act must be performed at or within a prescribed time, it shall be performed according to such official time. Section 2. That Section 5 of Chapter 6 of the City Code of the City of Decatur be, and the same is hereby, amended and modified so that said Section 5 of Chapter 6 shall provide as follows: 6. CITY COUNCIL. 5. ORDER OF BUSINESS. The following shall be the Order of Business for the regular meetings of the Council: (a) Call to Order (b) Roll Call (c) Minutes of Previous Meetings (d) Unfinished Business (e) New Business (f) Appearance of Citizens (g) Other Business (h) Adjournment The order of business may be changed or varied upon the vote of a majority of the Councilmen present. Section 3. That Sections 2 and 12 of Chapter 7 of the City Code of the City of Decatur be, and the same are hereby, amended and modified so that said Sections 2 and 12 of Chapter 7 shall provide as follows: 2. APPOINTMENT AND REMOVAL. The City Manager shall have the power to appoint and remove at will the Assistant City Managers, all directors of departments, all deputy and assistant department directors, fire marshals, battalion chiefs, police personnel above the rank of sergeant, division managers, administrative secretaries, members of the Legal Department, Director of the Abraham Lincoln Heritage Project, Personnel Specialists, Training Officer, Human Relations Specialists, Systems Administrator, Senior Systems Analyst, Systems Analyst, Auditor, Risk Management Assistant, Water Customer Service Supervisor, Street and Sewer Maintenance Supervisor, Assistant City Engineer,
