Civil Engineer I, Civil Engineer II, Fleet Supervisor, CAD System Coordinator, <br /> Maintenance Supervisor, Traffic and Parking Supervisor, City Forester, Foreman, <br /> Economic Development Coordinator, Building Inspections Manager, Senior <br /> Planner, Planners, Planning Manager, Neighborhood and Housing Planner, Senior <br /> Crime Analyst, Crime Analyst, Emergency Communications Manager, <br /> Emergency Communications Supervisors, Neighborhood Redevelopment <br /> Manager, Neighborhood Inspections Administrator, Neighborhood Program <br /> Specialist, Enterprise Zone Administrator and temporary and seasonal employees. <br /> 12. ARRESTS. The members of the City Council, the City Manager, the <br /> members of the Fire and Police Departments, the officers and employees <br /> designated as inspectors in the Economic and Urban Development Department, <br /> and the Neighborhood Service Officers are hereby declared to be conservators of <br /> the peace with such powers to make arrests as are given to the conservators of the <br /> peace by Statute. <br /> Section 4. That Section 8 of Chapter 10 of the City Code of the City of Decatur be, and <br /> the same is hereby, deleted from said City Code. Section 9 of Chapter 10 shall be renumbered as <br /> Section 8. <br /> Section 5. That Sections 1, 2, 3, 4 and 6 of Chapter 12 of the City Code of the City of <br /> Decatur be, and the same are hereby, amended and modified so that said Sections 1, 2, 3, 4 and 6 <br /> of Chapter 12 shall provide as follows: <br /> 1. ESTABLISHED. There is hereby created and established the <br /> Management Services Department which shall be so organized and administered <br /> as the City Manager shall from time to time direct, and which shall consist of the <br /> Assistant City Manager of Administration who shall act as the Director of <br /> Management Services and such other officers and employees as the Council may <br /> from time to time authorize. <br /> 2. DIRECTOR. There is hereby created the office of Assistant City <br /> Manager of Administration who shall act as Director of Management Services, <br /> the occupant whereof shall be appointed, and may be removed, by the City <br /> Manager at will. The Assistant City Manager of Administration shall report to the <br /> City Manager. <br /> 3. APPOINTMENTS AND RULES. The Assistant City Manager of <br /> Administration shall be the appointing officer of the occupants of all classified <br /> positions assigned to said Department and may make reasonable rules, regulations <br /> and directives not in conflict with law or ordinance to govern and administer the <br /> activities and carry out the duties and responsibilities thereof, subject to the <br /> direction and control of the City Manager. <br /> 4. CITY CLERK. There is hereby created the office of City Clerk, the <br /> occupant whereof shall be appointed, and may be removed, by the Mayor with the <br /> approval of Council.
