Marley, P.E., Director of Public Works <br /> SUBJECT: Amendment#1 to IDOT Agreement for Brush College Road Study <br /> SUMMARY RECOMMENDATION: <br /> It is recommended by staff that the City Council approve the attached Resolution authorizing the <br /> Mayor to sign and the City Clerk to attest an Amendment to the Local Agency/ State Agreement <br /> with the Illinois Department of Transportation(IDOT)to fund the preliminary engineering work for <br /> the Brush College Subway Improvement at a cost not to exceed $1,426,000. The agreement <br /> amendment provides for 100%payment for the engineering costs up to $1,426,000. Ninety percent <br /> will be paid to the City upon approval of the Agreement and the balance upon receiving the final <br /> invoice from URS. <br /> PRIOR COUNCIL ACTION <br /> • July 6, 2010—The City Council approved resolution R2010-140, authorizing Agreement <br /> with URS Corporation for Engineering Design Services for the Brush College Road <br /> Underpass (Subway) Study(CP 09-33). <br /> • May 16, 2011 —The City Council met in Study Session to hear a report of the progress of <br /> the Brush College Road Study. <br /> • November 7, 2011 —The City Council approved resolution R2011-175 authorizing Change <br /> Order#1 to the Agreement with URS Corporation to add the intersections of William Street <br /> /Brush College Road and Faries Parkway/ Brush College Road to the preliminary design of <br /> the Brush College Road study. <br /> • November 21, 2011 —The City Council approved resolution R-2011-178 authorizing a <br /> preliminary engineering agreement with the Norfolk Southern Railway Company. <br /> BACKGROUND: <br /> In October, 2010 the City received a$1.5 million grant through the Illinois Jobs Now program, as <br /> part of the Illinois Capital Bill, for the preliminary engineering of a remedy to traffic concerns at the <br /> Brush College Road underpass at the Norfolk Southern rail yard. At that time the City entered into <br /> a Local Agency/ State Agreement with the Illinois Department of Transportation (IDOT)to fund <br /> the preliminary engineering work. The original agreement amount was for a cost not to exceed <br /> $811,000; the original contract amount with the City's chosen consultant URS. <br /> Page I 1 <br />
