-2-
The Task Order will authorize Black& Veatch to perform the following services:
• Phase I Investigation — Perform 6 to 8 test borings, convert them to observation wells,
perform step-drawdown testing, develop aquifer characteristics. Cost $70,050.
• Phase II Investigation — Perform detailed aquifer test(s), install additional well(s),
perform 10 day water yield test(s). Cost $154,800 for one test, $265,750 for two tests.
• Groundwater Modeling (Optional) — If needed, use computer modeling software to
determine aquifer yield and drawdown under a variety of conditions. Cost$31,600.
The Phase I Investigation will be done first. If the results of Phase I are favorable, the City will
authorize the Phase II Investigation. If Phase II results indicate that critical additional data is
needed, the City will authorize the optional Groundwater Modeling. Therefore, the cost of these
services will range from $224,850 to $367,400 depending on the results of Phase I, Phase II and
the need for additional critical data.
This project includes the installation of new observation and test production well(s). The State
of Illinois requires that all such wells that are no longer needed be properly abandoned, removed
and sealed to protect groundwater quality. Therefore, this Task Order also includes pre-
negotiated per well prices to perform this work as needed. These costs would be in addition to
those explained in the above paragraph, and would be presented to Council for approval prior to
the work being done.
POTENTIAL OBJECTION:
None foreseen.
STAFF REFERENCE:
Keith Alexander, Director of Water Management, 217-424-2863 or kalexander@decaturil.gov
BUDGET/TIME IMPLICATIONS:
This expenditure is in the 2010 Project Fund budget.
Attachments
cc: John Schilling, Black& Veatch
Gregg Foltz, H.
