converted to observation wells, and step-drawdown testing shall be performed to
develop a relative comparison of the aquifer characteristics between sites.
• Phase II Investigation (Basic Services) — One (1) or two (2) detailed aquifer
tests shall be performed at the most favorable locations identified in Phase L Each
test will include the installation of a test production well, four (4) additional
observation wells, and a stilling well in the lake. A 10-day constant rate pumping
test will be conducted at a pumping rate determined from the results of the step-
drawdown testing performed in Phase I.
• Groundwater Modeling (Optional) - If authorized by Owner, findings from
Phase I and II investigations would be incorporated into a computerized, site
specific groundwater model of the project area using MODFLOW software. This
task would follow the Phase II Investigation. The model would be used to
evaluate expected yield and drawdown under a variety of hydrologic and
operating conditions. For example, various lake levels and drought conditions
could be simulated to determine their effect on the resulting yield. Drawdown in
the vicinity of the proposed wells could be evaluated for potential effects on
existing wells. If two new wells are proposed, a model would be especially
valuable to estimate potential reductions in yield due to interference of drawdown
cones.
Engineer proposes to have John Schilling, P.E. serve as the Project Manager and
Kristopher Hahn, P.E. serve as Engineering Manager for the investigation described in
this scope of services. However, if either of these individuals becomes unavailable for
the investigation, Owner reserves the right to interview and select replacements from
Engineer's staff.
All documents and records in the possession of Engineer, sub-consultants, subcontractors
and any other persons employed by Engineer, sub-consultants or subcontractors to
perform a governmental function on the City of Decatur's behalf and directly related to
the governmental function are subject to the Illinois Freedom of Information
Act. Engineer shall agree to cooperate fully with the City to ensure the City's
compliance with the Freedom of Information Act and agrees to hold the City harmless
and indemnify it for any failure to so comply.
3
City of Decatur Task Order No. 16
Rev. 11-4-11
