Engineer shall be responsible for obtaining applicable state and local permits, licenses, <br /> authorizations and approvals to perform the scope of services. <br /> BASIC SERVICES <br /> Specific tasks for Phases I and II that are considered Basic Services are described below. <br /> Phase I Tasks <br /> Engineer's Phase I tasks shall include the following: <br /> 1. Meet with Owner in Decatur to review scope and schedule for Phase I and to identify <br /> and confirm the proposed test boring sites. Owner shall obtain permission from <br /> property owners for Engineer and his subcontractors to access boring sites where <br /> access across property is necessary. Boring sites that require construction of <br /> temporary roads, the use of all terrain drilling equipment, tree clearing or other <br /> measures to allow access that result in additional costs for Engineer shall be an <br /> acceptable cause for adjusting Engineer's compensation. <br /> 2. Employ the services of a subcontractor to conduct borings and observation well <br /> construction. The exact locations of these test borings will be determined in <br /> consultation with Owner prior to start of field work. Each of the test borings will be <br /> converted to 4-inch PVC observation wells, and step-drawdown testing will be <br /> performed. The primary objectives of this phase of testing are to obtain an initial <br /> assessment of the characteristics of the sand and gravel aquifer and determine the <br /> most favorable site for detailed aquifer testing in subsequent Phase II. All borings <br /> will be drilled to the bottom of the sand and gravel aquifer, anticipated to be roughly <br /> 80 feet below ground surface. Observation wells shall be left in-place at the end of <br /> testing, unless Owner authorizes abandonment and removal for an additional cost. <br /> 3. Compile and analyze field data collected in Phase 1. Evaluate data to determine the most <br /> favorable locations for more detailed aquifer testing. Prepare a draft technical <br /> memorandum describing the data, findings and recommendations from the Phase I <br /> investigation and submit to Owner for review. <br /> 4. Meet with Owner in Decatur to receive Owner's review comments and determine <br /> whether or not to proceed with Phase II of the investigation.
