Marley, P.E., Public Works Director <br /> SUBJECT: Agreement with the State of Illinois for Improvements to Fairview Avenue <br /> (IL Rt. 48) from Marietta Street to South Side Drive <br /> City Project 2011-22 <br /> SUMMARY RECOMMENDATION: <br /> It is recommended that the City Council adopt the attached Resolutions authorizing the Mayor to <br /> sign and the City Clerk to attest to the following items related to the improvement of Fairview <br /> Avenue (Illinois Route 48) from Marietta Street to South Side Drive: <br /> 1. A Resolution authorizing an agreement with the State of Illinois for improvements to <br /> Fairview Avenue(IL 48)to include paving both approaches to West Main and the east <br /> approach to West Sunset Avenue. The Agreement is for$23,000 with a provision to provide <br /> any additional funds necessary to cover the actual paving costs. This resolution will be <br /> Exhibit A in the Agreement. <br /> 2. A Resolution appropriating Motor Fuel Tax funds to pay$23,000 for paving work for both of <br /> the approaches to West Main and the east approach to East Sunset Avenue. <br /> 3. A Resolution authorizing the Mayor to approve the plans and specifications for the City <br /> requested work and maintenance obligations. The plans are on file in the Public Works <br /> office. This resolution will be Exhibit B in the Agreement. <br /> PRIOR COUNCIL ACTION: <br /> There have been no prior Council actions on this item. <br /> BACKGROUND: <br /> Fairview Avenue Pavement Improvement: <br /> In 2011, the City was informed by the Illinois Department of Transportation(IDOT)of their <br /> intention to mill and overlay the asphalt pavement on Fairview Avenue. The paving is restricted <br /> to the through traffic lanes and IDOT does not replace side street approaches with this work. <br /> The Public Works Department reviewed the side street approaches along this section of Fairview <br /> Avenue and requested that IDOT replace the approaches on both sides of West Main Street and <br /> the east approach of Sunset Avenue. The estimated cost to perform this work is $23,000 which <br /> includes $20,000 in resurfacing costs and $3,000 in Design and Construction Engineering. <br /> Page I 1 <br />
