Exhibit A <br /> Detailed Scope of Services—Supplement#1 <br /> Brush College Road at Norfolk Southern Crossing <br /> Extension of Study and Phase I Documents to Address Trains Blocking Crossing at Faries Parkway <br /> The Brush College Road at Norfolk Crossing Study will be extended to address the frequent train blockage at <br /> the Norfolk Southern crossing at the Faries Parkway/Brush College Road intersection. Options to be <br /> considered will include the following: <br /> 1) Rerouting the E-W Norfolk Southern track currently located along the north leg of the Faries <br /> Parkway/Brush College Road intersection or improving operations to limit the blockage time due <br /> to switching operations. <br /> 2) Providing an overpass carrying Brush College Road over Faries Parkway with a connecting <br /> ramp located in the southeast quadrant of the intersection. The ramp will be evaluated with a <br /> stop light at each end and with a roundabout at each end. One other variation of the grade <br /> separation will also be considered. <br /> 3) Elevating all legs of the intersection at Faries Parkway and Brush College Road. <br /> Hours related to this work will be added to the following tasks, defined in the original scope: <br /> Task 00120—Topographic Survey <br /> URS will perform the following tasks: <br /> 1. A detailed topographic survey outline will be prepared to extend the survey, as required, to evaluate <br /> a grade separation at Faries Parkway. <br /> 2. The following will be performed as part of roadway survey work for the project: <br /> A. Establish horizontal control and cross roads and tie to State Plane Coordinates and Ties <br /> B. Establish vertical control. <br /> C. Provide additional topographic survey of Brush College Road north of Faries Parkway and <br /> along each leg of Faries Parkway as required, to evaluate options for a grade separation at <br /> Faries Parkway. Cross roads and driveways will be included. <br /> D. Perform a drainage structure survey including all invert elevations. <br /> E. Perform a survey of all private and public utilities within the extended project limits. <br /> F. Obtain appropriate shots so that cross sections can be developed for Brush College Road <br /> mainline, intersecting cross roads and at all entrances and driveways. <br /> G. Topographic survey work shall be performed over the full width of existing roadway right- <br /> of-way and beyond. <br /> 3. The following will be performed as part of a railroad survey: <br /> A. Secure railroad flagging services from Norfolk Southern Railroad and the Canadian National <br /> Railroad for all survey work performed within 25 feet of the railroad track. URS has been <br /> informed that another right-of-entry permit will be required from the Canadian National <br /> Railroad for the extended survey. <br /> B. Obtain top of rail elevations at 50-foot intervals to be used to establish horizontal centerline <br /> and vertical profile of the existing tracks. Obtain top of rail elevations for all tracks within <br /> the established survey limits. Determine rail gauge and rail height. <br /> 7-26-11 A-1 <br />
