Exhibit A <br /> 4. Other Variation of Grade Separation <br /> It is possible that during the evaluation of the jug handle concepts that an additional grade separation <br /> concept will be identified. If so, URS will evaluate another grade separation concept using Synchro, <br /> HCS,and VISSIM. Synchro will be used to identify the lane geometry needed to achieve an <br /> acceptable intersection level of service(LOS)in both the a.m. and p.m. peak hour. The preliminary <br /> lane geometry will then be coded in the VISSIM model to evaluate that network wide measures of <br /> effectiveness (MOEs). URS will provide a summary of MOEs along with traffic simulation screen <br /> shots and short video which can be used for public display and/or presentations. URS will also <br /> provide a brief summary documenting the traffic analysis including: intersection turning movement <br /> reassignment, evaluation methodology, and capacity results in both Synchro and HCS (in HCS in <br /> case needed for an IDS). In addition, URS will identify potential local access issues to nearby <br /> properties and possible mitigation measures. <br /> 5. Raised intersection-all legs raised <br /> URS will evaluate a raised intersection concept using Synchro, HCS, and VISSIM. Synchro will be <br /> used to identify the lane geometry needed to achieve an acceptable intersection level of service <br /> (LOS)in both the a.m. and p.m. peak hour. The preliminary lane geometry will then be coded in the <br /> VISSIM model to evaluate that network wide measures of effectiveness (MOEs). URS will provide <br /> a summary of MOEs along with traffic simulation screen shots and short video which can be used for <br /> public display and/or presentations. URS will also provide a brief summary documenting the traffic <br /> analysis including: intersection turning movement reassignment, evaluation methodology, and <br /> capacity results in both Synchro and HCS (in HCS in case needed for an IDS). In addition, URS will <br /> identify potential local access issues to nearby properties and possible mitigation measures. <br /> 6. Relocate NS track or alter trackwork to minimize blockages at crossing due to switching operations <br /> URS will evaluate the traffic impacts associated with the potential relocation of the NS track in the <br /> Faries Parkway intersection. This concept is essentially the same as the 2035 no-build scenario <br /> which has already been analyzed as part of the Brush College Road at NS Crossing study. URS will <br /> review the 2035 no-build results and will update the VISSIM model accordingly to evaluate the <br /> network wide MOEs. In addition, URS will identify potential local access issues to nearby <br /> properties and potential mitigation measures. <br /> 7. Prepare Intersection Design Study—URS will perform an intersection design study and develop an <br /> intersection layout for the Faries Parkway/Brush College Road intersection. <br /> Task 00205—IDS/Geometrics—William Street Intersection <br /> Cerro Gordo Street was initially established as the project limit to the south. At the initial IDOT/FHWA <br /> Coordination Meeting held on 12/20/2010, the decision was made to extend the project limits to William <br /> Street. Based on this change, additional scope includes an Intersection Design Study(IDS)and geometric <br /> layout of the William Street and Brush College Road intersection. <br /> On 5/27/2011, URS and the City of Decatur were notified that since William Street is a State Route, the <br /> newly enacted Complete Streets law will apply to the work. Accommodations for a multi-use path on <br /> William Street must be included in the study. <br /> 7-26-11 A-4 <br />
