1_
COUNCIL COMMUNICATION FORM
PURCHASING & INTERNAL SERVICES MEMORANDUM
#11-32
August 26, 2011
TO: Honorable Mayor McElroy and City Council
FROM: Ryan P. McCrady, City Manager
Ron Neufeld, Financial Management Director
Deborah M. Perry, Purchasing Supervisord
SUBJECT: Purchase of Ammunition
SUMMARY RECOMMENDATION: Staff recommends awarding a contract to Kiesler Police
Supply to furnish the following quantities and types of ammunition.
65,000 rounds—45 caliber auto, 230 grain full metal jacket - $277.70/M
5,000 rounds—40 caliber, 165 grain Golden Saber Bonded - $341.00/M
7,000 rounds—45 caliber, 230 grain Golden Saber Bonded - $418.00/M
BACKGROUND: On July 6, 2010, (Resolution 2010-147), City Council approved a bid of
various types of ammunition for the Police Department. In particular, was the award to Shore
Galleries for 82,000 rounds of 45 caliber auto 230 grain full metal jacket, 5000 rounds of 40
caliber 165 grain Golden Saber Bonded, and 7000 rounds of 45 caliber 230 grain Golden Saber
bonded. Due to this, the City of Decatur's ammunition orders
have recently been cancelled.
The ammunition is used by the Police Department for duty ammo and also for range practice.
State law requires all police officers to qualify for mandated annual firearm's training. The
Police Department is in need of ammunition as it is time for officers to do their qualification
training.
Since Shore Galleries is unable to provide the ammunition, staff has contacted Kiesler Police
Supply, the company that is supplying ammunition to the City this fiscal year.
