Marley, P.E., Director of Public Works <br /> SUBJECT: Downtown Bird Control <br /> SUMMARY RECOMMENDATION: <br /> It is recommended by City staff that the City Council approve the attached resolution <br /> authorizing the Mayor to execute an agreement between the City and Soules Bird <br /> Repelent Company for the control of birds in downtown Decatur. <br /> PRIOR COUNCIL ACTION: <br /> • September 30, 2002—City Council approved Resolution R2002-188, authorizing <br /> Agreement with Soules Bird Repelent Company of Decatur, Illinois, for Bird <br /> Control Services in the Central Business District for a period ending September <br /> 30, 2005. <br /> • September 6, 2005 —City Council approved Resolution R2005-120, authorizing <br /> Agreement with Soules Bird Repelent Company of Decatur, Illinois, for Bird <br /> Control Services in the Central Business District for a period ending September <br /> 30, 2008. <br /> • October 20, 2008—City Council approved Resolution R2008-177, authorizing <br /> Agreement with Soules Bird Repelent Company of Decatur, Illinois, for Bird <br /> Control Services in the Central Business District for a period ending September <br /> 30, 2011. <br /> BACKGROUND: <br /> The City's current 3-year agreement with the Soules Bird Repelent Company which was <br /> approved by the City Council on October 20, 2008, will expire on September 30, 2011. <br /> This agreement is for the control of birds in the City's downtown area. The downtown <br /> area is described in the agreement as being the area bounded by Cerro Gordo on the <br /> north, Church Street on the west, Wood Street on the south and Franklin Street on the <br /> east. The purpose of controlling the birds is to minimize the health related problems, <br />
