Marley, P.E., Director of Public Works SUBJECT: Downtown Bird Control SUMMARY RECOMMENDATION: It is recommended by City staff that the City Council approve the attached resolution authorizing the Mayor to execute an agreement between the City and Soules Bird Repelent Company for the control of birds in downtown Decatur. PRIOR COUNCIL ACTION: • September 30, 2002—City Council approved Resolution R2002-188, authorizing Agreement with Soules Bird Repelent Company of Decatur, Illinois, for Bird Control Services in the Central Business District for a period ending September 30, 2005. • September 6, 2005 —City Council approved Resolution R2005-120, authorizing Agreement with Soules Bird Repelent Company of Decatur, Illinois, for Bird Control Services in the Central Business District for a period ending September 30, 2008. • October 20, 2008—City Council approved Resolution R2008-177, authorizing Agreement with Soules Bird Repelent Company of Decatur, Illinois, for Bird Control Services in the Central Business District for a period ending September 30, 2011. BACKGROUND: The City's current 3-year agreement with the Soules Bird Repelent Company which was approved by the City Council on October 20, 2008, will expire on September 30, 2011. This agreement is for the control of birds in the City's downtown area. The downtown area is described in the agreement as being the area bounded by Cerro Gordo on the north, Church Street on the west, Wood Street on the south and Franklin Street on the east.
