Public Works Memorandum <br /> NO. 2011-59 <br /> DATE: August 17, 2011 <br /> TO: Honorable Mayor McElroy and City Council <br /> FROM: Ryan P. McCrady, City Manager <br /> Richard G. Marley, P.E., Director of Public Works <br /> SUBJECT: Concrete Street Reconstruction Project, L & A Industrial Drive <br /> City Project 2011-11, Section No. 11-00111-00-RP <br /> SUMMARY RECOMMENDATION: <br /> It is recommended by staff that the City Council approve the attached resolution awarding <br /> the contract for the Concrete Street Reconstruction, L &A Industrial Drive, City Project <br /> 2011-11, to Otto Baum Company, Inc., as the lowest, responsible bidder in the amount of <br /> $312,577.25, and that the Mayor be authorized to execute the contract and the City Clerk to <br /> attest. The resolution authorizes an expenditure of up to $340,000 to allow $27,422 for <br /> project contingencies. <br /> PRIOR COUNCIL ACTION: <br /> May 2, 2011 - Council approved Resolution R2011-61 appropriating $350,000 of Motor Fuel <br /> Tax funds for the City's Concrete Pavement Reconstruction—L&A Industrial Drive Project. <br /> BACKGROUND: <br /> Pavement Failure <br /> The roadway serving the L&A Industrial Park has failed at numerous locations. Tests <br /> completed on the roadway determined that poor sub-grade material is the main cause for the <br /> pavement failure. The sub-grade was not improved when the road was originally built in <br /> 1994 which did not provide a stable base for the pavement. When an unimproved subgrade <br /> gets wet it begins to move and shift under heavy loads which then causes the pavement to <br /> crack and fault. To fix the pavement, the road base must be stabilized first. <br /> Project Description <br /> The reconstruction project proposes to mix lime into the sub-grade to stabilize it, place a rock <br /> base on top of that followed by an 8" concrete surface. An alternate was proposed to allow <br /> 12" of asphalt in place of the concrete. The concrete surface alternate was the low bid. The <br /> project was divided into two phases for budgetary purposes. The south half will be removed <br /> and replaced with the current project and the north half is planned for next year. <br /> Page I 1 <br />
