Marley, P.E., Director of Public Works SUBJECT: Concrete Street Reconstruction Project, L & A Industrial Drive City Project 2011-11, Section No. 11-00111-00-RP SUMMARY RECOMMENDATION: It is recommended by staff that the City Council approve the attached resolution awarding the contract for the Concrete Street Reconstruction, L &A Industrial Drive, City Project 2011-11, to Otto Baum Company, Inc., as the lowest, responsible bidder in the amount of $312,577.25, and that the Mayor be authorized to execute the contract and the City Clerk to attest. The resolution authorizes an expenditure of up to $340,000 to allow $27,422 for project contingencies. PRIOR COUNCIL ACTION: May 2, 2011 - Council approved Resolution R2011-61 appropriating $350,000 of Motor Fuel Tax funds for the City's Concrete Pavement Reconstruction—L&A Industrial Drive Project. BACKGROUND: Pavement Failure The roadway serving the L&A Industrial Park has failed at numerous locations. Tests completed on the roadway determined that poor sub-grade material is the main cause for the pavement failure. The sub-grade was not improved when the road was originally built in 1994 which did not provide a stable base for the pavement. When an unimproved subgrade gets wet it begins to move and shift under heavy loads which then causes the pavement to crack and fault. To fix the pavement, the road base must be stabilized first. Project Description The reconstruction project proposes to mix lime into the sub-grade to stabilize it, place a rock base on top of that followed by an 8" concrete surface. An alternate was proposed to allow 12" of asphalt in place of the concrete. The concrete surface alternate was the low bid. The project was divided into two phases for budgetary purposes. The south half will be removed and replaced with the current project and the north half is planned for next year. Page I 1
