Change Orders
Since the repairs currently being made are exposing areas of the dam not visible during annual
inspections or the design process, additional deterioration and damage has been discovered to the
bascule-gate seals, seal plates, torque tube, and armature plates. Global Infrastructure submitted
change orders in August 2010 to repair similar damage to the north bascule gate. The Council was
advised that work on the south bascule gate may uncover similar unforeseen deterioration and
damage, which may require additional change orders. The City's engineering consultant, Hanson
Professional Services, Inc, has reviewed and approved the following change orders and has
recommended that the costs involved are reasonable for the complexity of the work to be
performed. The scope of work and cost for each portion of this change order is outlined below.
Change Order 15A: Repair the bent side seal plate on the south end of the south bascule gate. This
damage was found after dewatering the gate. The steel plate will be heated and straightened back
into its original shape. The repaired area will be painted to prevent corrosion.
Cost: $4,599.71
Change Order 1513: Replace the side seals on each end of the bascule gate.
Cost: $8,821.91
Change Order 15C: Replace the half moon shaped side seals which are located on both ends of the
torque tube, making a seal between the tube and the side walls. The seal plates will be cleaned and
recoated with the pre-approved paint.
Cost: $17,833.40
Change Order 151): Replace the horizontal seal and cover with new fabricated stainless steel plates.
The butt joints in the plates will be welded together. The stainless steel bolts holding the seal in
position shall be replaced such that they will not damage the torque tube in the future.
Cost: $60,824.93
Change Order 15E: Clean, complete surface repairs, and re-paint the north bascule gate torque
tube. This work will be done using dry ice blasting. The existing bolts holding the horizontal seals
in place came in contact with the torque tube, damaging the paint coating, and causing some
gouging of the steel torque tube.
Cost: $121,982.52
Change Order 15F: The side plates at each end of the south bascule gate will be dry ice blasted to
remove the paint and corrosion, the damaged sections will be repaired, primed and repainted.
Cost: $39,200.93
Change Order 15G: Repair the existing horizontal seal cover plates by removing them and
manipulating them back to their original position. All failed welds will be repaired and painted to
prevent corrosion.
Cost: $10,622.18
Page 12
