Marley, P.E., Public Works Director <br /> SUBJECT: 2011 Annual Sanitary Sewer Cleaning, City Project 2011-12 <br /> SUMMARY RECOMMENDATION: <br /> It is recommended that the City Council approve the attached resolution approving a contract in the <br /> amount of$99,728.82 for 2011 Annual Sanitary Sewer Cleaning, City Project 2011-12,to Walden <br /> Associated Technologies, Inc. as the lowest qualified bidder and that the Mayor be authorized to <br /> execute the contract, and the City Clerk to attest. <br /> PRIOR COUNCIL ACTION: <br /> The City Council approved the FY 2011-12 Capital Improvements Plan which allocated funds for <br /> this project. <br /> BACKGROUND: <br /> Sanitary Sewer Priorities <br /> Under the direction of the City Council, the Public Works Department has established four priorities <br /> to improve the City's sanitary sewer collection system as defined in the Sanitary Sewer Master <br /> Plan. <br /> 1. Critical Large Diameter Sewer Rehabilitation. <br /> 2. Sanitary Sewer Overflows Due to Inflow and Infiltration. <br /> 3. System Operation and Maintenance <br /> 4. Small Diameter Sewer Rehabilitation <br /> The recent increase in the City's sanitary sewer user charge did not begin until May 1, 2011 and the <br /> revenue increase will not be significant until 2012, therefore the increased funding is not being used <br /> for this project. The 2011 Annual Sanitary Sewer Cleaning Project primarily addresses priority <br /> number 3 by cleaning sanitary sewer pipes which restores the full capacity of the system. <br /> 2011 Annual Sanitary Sewer Cleaning Project <br /> Sanitary sewer lines are a vital part of the City's infrastructure and require constant maintenance. <br /> City crews are responsible for the upkeep and maintenance of over 400 miles of sanitary sewer <br /> pipes within the city. Clean, unobstructed sewer pipes will reduce sewer backups and improve the <br /> overall operation of the City's sewer system. <br /> The proposed Annual Sanitary Sewer Cleaning Project has been set up to clean approximately <br /> 91,000 lineal feet of sanitary sewers located within eight of the City's quarter sections. Pipe sizes <br /> range in size from 8"to 24" in diameter. The sewer cleaning project was developed from the <br /> televising contract to assist City maintenance crews. <br /> Page I 1 <br />
