Marley, P.E., Director of Public Works <br /> SUBJECT: Annual Mill and Overlay Project, <br /> City Project 11-08, Section No. 11-00108-00-FP <br /> SUMMARY RECOMMENDATION: <br /> It is recommended by staff that the City Council approve the attached resolution awarding the <br /> contract for the Annual Mill and Overlay Project, City Project 2011-08,to Dunn Company, A <br /> Division of Tyrolt, Inc., as the lowest, responsible bidder in the amount of$1,677,165.49, and <br /> that the Mayor be authorized to execute the contract and the City Clerk to attest. The resolution <br /> authorizes an expenditure of up to $1,710,000 to allow $32,834 for project contingencies. <br /> PRIOR COUNCIL ACTION: <br /> May 2, 2011 - Council approved Resolution R2011-60 appropriating $1,718,000 of Motor Fuel <br /> Tax funds for the purpose of resurfacing streets and highways under the applicable provisions of <br /> the Illinois Highway Code. <br /> BACKGROUND: <br /> Streets Inspected Annually <br /> Typically the Engineering Division inspects and rates approximately 1/2 of the City's streets on a <br /> yearly basis. The results of these inspections are input into a computer database which is used to <br /> project the future condition of the streets based on their current condition, historical condition, <br /> surface type (i.e. brick, concrete, asphalt, etc.), average daily traffic, and traffic type(i.e. trucks, <br /> cars, etc.). This data is then paired with available funding and is used as a basis to aid City <br /> Engineering in the preparation of the City's yearly street improvement program. Staff then <br /> determines which streets need to have the surface overlaid or be totally reconstructed. <br /> Project Description <br /> This year's Mill and Overlay Project is focused on restoring the pavement on major streets in the <br /> City. This work involves milling off portion of the surface and overlaying the milled surface <br /> with new asphalt. This year's program will work on approximately 1.34 centerline miles of <br /> streets in the City. The following streets are included in this year's project: <br /> Page 11 <br />
