Marley, P.E., Public Works Director SUBJECT: Downtown Streetscape and Open Space Enhancement Program Water Street Streetscape Enhancement- Phase 1 City Project 2010-14 SUMMARY RECOMMENDATION: It is recommended that the City Council approve the following resolutions authorizing the Mayor to sign and the City Clerk to attest to the following items: 1. Approving a contract in the amount of$769,808.90 for Water Street Streetscape Enhancement Project—Phase 1, City Project 2010-14, to Otto Baum Company, Inc. as the lowest qualified bidder, and; 2. Approving Change Order#1 to the Agreement with Phillip W. Cochran in the amount of $15,000 to provide construction engineering services for the Water Street Streetscape Enhancement Project—Phase 1. Change Order#1 is in addition to the original Agreement amount of$354,238.43 for a total adjusted Agreement amount of $369,238.43. PRIOR COUNCIL ACTION: Appendix A provides a summary of the prior Council action. BACKGROUND: Downtown Streetscape and Open Space Enhancement The first phase of the North Water Streetscape Enhancement project includes the 300 and 400 blocks of North Water Street along with the 200 block of East North Street. The appearance will be very similar to the existing streetscape on the east side of the 300 block of North Water. The streetscape project to complete the balance of Water Street between William and Wood Streets is planned to be bid later this summer. Work on Main Street between Eldorado and Wood Street, including Merchant Street, is expected in early 2012. Franklin Street is planned to begin in 2013. Page I 1
