Marley, Public Works Director <br /> SUBJECT: 1994 Pierce Lance Tower Unit Engine Overhaul <br /> SUMMARY RECOMMENDATION: <br /> It is recommended that the City Council approve the attached resolution approving an estimate of <br /> $15,340.62 to Clark Power Services, Inc. for the Decatur Fire Department's 1994 Pierce Lance <br /> Tower Unit engine overhaul. It is also recommended that a 15% contingency authorization be <br /> granted to the Public Works Director to pay material and labor costs to repair unknown wear or <br /> damage discovered as part of the overhaul. <br /> PRIOR COUNCIL ACTION: <br /> No prior Council action has been taken for the tower unit engine overhaul. <br /> BACKGROUND: <br /> The engine on the Fire Department's 100' ladder truck, Unit 371, needs overhauled. It has oil <br /> leaking out of the air boxes. This is because the piston rings are worn out or broken. There are <br /> two (2)vendors in Illinois that have given estimates. The estimate received from Clark Power <br /> Services, Inc. is $15,340.62 and the estimate from Central Illinois Trucks, Inc. is $16,248.24. <br /> The lowest cost estimate for the engine overhaul was provided by Clark Power Services, Inc. of <br /> Pontoon Beach, Illinois. They are ready to start on the overhaul as soon as we deliver the truck <br /> to them The recommended award of the contract to Clark Power Services is based on their <br /> lower initial quote. <br /> Neither Central Illinois Trucks of Bloomington, nor Clark Power Services of Pontoon Beach, <br /> inspected the engine prior to providing an overhaul price quote. Due to the nature of an <br /> overhaul, neither firm can provide a firm estimate of cost until the engine is torn down and the <br /> full extent of wear is known. Depending upon the engine condition, more parts may have to be <br /> replaced driving up the cost for materials and labor. To address this possibility, it is <br /> recommended that a 15% contingency authorization be granted to the Public Works Director to <br /> pay material and labor costs to repair unknown wear or damage discovered as part of the <br /> overhaul. <br /> Estimated time for the overhaul is two (2) weeks. The warranty available for this engine <br /> overhaul is for one(1)year on parts and labor. <br />
