Marley, P.E., Public Works Director <br /> SUBJECT: Joint Agreement with the State of Illinois for Safe Routes to School Sidewalk <br /> Improvements, City Project 2010-07, Section 10-00007-00-SW <br /> SUMMARY RECOMMENDATION: <br /> It is recommended that City Council approve the attached Resolution authorizing the Mayor to <br /> sign and the City Clerk to attest to an agreement with the State of Illinois to utilize$48,823 <br /> (100%) Federal funds to improve the sidewalks along the east side of Martin Luther King, Jr. <br /> Drive between Grand Avenue and Garfield Avenue. Funding is through a Safe Routes to School <br /> (SRTS)grant administered by the Illinois Department of Transportation. <br /> PRIOR COUNCIL ACTION: <br /> There have been no prior City Council actions on the Safe Routes to School program. <br /> BACKGROUND: <br /> Safe Routes to School <br /> The Safe Routes to School program administered by the Illinois Department of Transportation <br /> (IDOT) supports projects and programs that promote walking and bicycling to and from school by <br /> providing safe and accessible routes for children to use. In December 2008,the City's <br /> Development Services Department applied for funding through the SRTS program for sidewalk <br /> improvements in the neighborhood generally south of William Harris Elementary School. In <br /> 2009, the City was notified that it had received a grant from the State which allocated $48,823 for <br /> sidewalk improvements in the City. The sidewalk on the east side of Martin Luther King Jr. Drive <br /> between Grand Avenue and Garfield Avenue was identified for accessibility improvements. <br /> Sidewalk Improvement Project <br /> The Engineering Division worked with IDOT and Federal Highway Administration(FHWA) <br /> representatives to design sidewalk improvements along the east side of Martin Luther King, Jr. <br /> Drive that would meet the requirements of the Americans with Disabilities Act. These <br /> improvements include: <br /> • Installation of 9 handicapped accessible ramps to meet current ADA requirements. <br /> • Install new approaches to the Canadian National Railroad tracks south of Garfield. <br /> • Remove and replace sections of failed and faulted sidewalk to assure proper slope and <br /> width throughout. <br /> Page 1 <br />
