• R • March 7, 2011 —Council approved Resolution R2011-20 authorizing a$354,238.43 Professional Services Agreement between the City of Decatur and Phillip W. Cochran Engineering to design streetscape improvements for the Water Street corridor between Eldorado Street and Wood Street. • April 4, 2011 —Council was given a presentation on the proposed downtown streetscape improvement program in Study Session. BACKGROUND: Pedestrian Street Light Pricing Agreement In conjunction with the reconstruction of the 300 block of North Water Street in 2008, proposals were sought from street light manufacturers to provide ornamental street light fixtures for downtown streetscape improvements. Three vendors provided proposals. Sternberg Lighting of Roselle, Illinois, provided the most competitive pricing and was the only vender able to meet the City's desired appearance for both poles and luminaires. In order to assure stable pricing for that project and proposed future streetscape work, the City entered into a 10 year pricing agreement with Sternberg. The pricing agreement was tied to the Producer Price Index published by the U.S. Department of Labor and the current market price for aluminum. Downtown Streetscape and Open Space Enhancement The first phase of the Water Street Streetscape project advertized for bids on May 25th. The first phase includes the 300 and 400 blocks of North Water Street along with the 200 block of East North Street and will use just over 30 pedestrian street lights. The pedestrian lights installed on the east side of the 300 block of North Water Street in 2008 will be the predominant light used on the Water Street corridor which extends from Eldorado Street on the north to Wood Street on the south. It is anticipated that between 110 and 130 pedestrian lights will be needed on the entire Water Street corridor in addition to those that will be used in the streetscape work for the Main and Franklin Street corridors. Staff proposes to purchase an initial lot of 40 street lights to qualify for a 5% quantity discount. Future purchases will be proposed as the design work progresses and the construction schedule is more firmly established. It is necessary to purchase the lights ahead of the construction project due to the long lead time in receiving the lights. In past projects, delivery times have been 4 to 6 months. However, ordering hundreds of lights too far ahead of construction could have the City storing them for long periods. POTENTIAL OBJECTION: There are no known objections to this resolution.
