Marley, P.E., Public Works Director SUBJECT: Change Order to Agreement with Homer L. Chastain &Associates for Design Services for the Main Street Portion of the City's Downtown Streetscape and Open Space Enhancement Program City Project 2010-17 SUMMARY RECOMMENDATION: It is recommended that the City Council authorize Change Order#1 to the agreement with Homer L. Chastain&Associates to provide a traffic analysis of the downtown street system. The Resolution authorizes the Mayor to execute the Change Order with Chastain, and for the expenditure of up to $12,000 which is added to the original agreement amount of$444,626.28 for a total of$456,626.28. PRIOR COUNCIL ACTION: • June 18, 2007- Council approved Resolution R2007-102 authorizing the City to enter into an agreement with Homer L. Chastain&Associates, to perform a traffic impact analysis for Core City Development at a cost of$75,000. The Decatur Urban Area Transportation Study(DUATS) reimbursed $45,000 of the cost. • October 21, 2010—Council approved Resolution R2010-202 authorizing and approving the Jurisdictional Transfer of North and South Route 51 (Franklin Street and Main Street)between Eldorado Street and Cleveland Avenue. The City is to receive$2,245,000 upon approval of the transfer by the State. The State requires that the funds be expended in accordance with Motor Fuel Tax requirements. The City received a$2,245,000 payment from the State on March 3, 2011. • November 15, 2010—Council approved Ordinance Number 2010-79 which provided for the issuance of Four Series General Obligation Bonds of the City of Decatur and provided for the Levy and Collection of a Direct Annual Tax for the payment of the Principal and Interest on the Bonds. Funding for downtown capital improvements were identified for$8.76 million of the authorized bond. • December 6, 2010—Council approved Resolution R2010-223 authorizing a$168,000 Professional Services Agreement between the City of Decatur and Massie Massie and Associates to provide program administration assistance for the design of downtown streetscape and open space improvements. The proposed work includes sidewalks, parks, open spaces and parking in the downtown area. • March 21, 2011 — Council approved Resolution R2011-33 authorizing a$444,626.28 agreement with Homer L. Chastain&Associates, LLP, to design streetscape improvements for the downtown Main Street corridor between Eldorado Street and Wood Street. Page I 1
