Marley, P.E., Public Works Director <br /> SUBJECT: Change Order to Agreement with Homer L. Chastain &Associates for Design <br /> Services for the Main Street Portion of the City's Downtown Streetscape and Open <br /> Space Enhancement Program <br /> City Project 2010-17 <br /> SUMMARY RECOMMENDATION: <br /> It is recommended that the City Council authorize Change Order#1 to the agreement with Homer L. <br /> Chastain&Associates to provide a traffic analysis of the downtown street system. The Resolution <br /> authorizes the Mayor to execute the Change Order with Chastain, and for the expenditure of up to <br /> $12,000 which is added to the original agreement amount of$444,626.28 for a total of$456,626.28. <br /> PRIOR COUNCIL ACTION: <br /> • June 18, 2007- Council approved Resolution R2007-102 authorizing the City to enter into an <br /> agreement with Homer L. Chastain&Associates, to perform a traffic impact analysis for Core <br /> City Development at a cost of$75,000. The Decatur Urban Area Transportation Study(DUATS) <br /> reimbursed $45,000 of the cost. <br /> • October 21, 2010—Council approved Resolution R2010-202 authorizing and approving the <br /> Jurisdictional Transfer of North and South Route 51 (Franklin Street and Main Street)between <br /> Eldorado Street and Cleveland Avenue. The City is to receive$2,245,000 upon approval of the <br /> transfer by the State. The State requires that the funds be expended in accordance with Motor <br /> Fuel Tax requirements. The City received a$2,245,000 payment from the State on March 3, <br /> 2011. <br /> • November 15, 2010—Council approved Ordinance Number 2010-79 which provided for the <br /> issuance of Four Series General Obligation Bonds of the City of Decatur and provided for the <br /> Levy and Collection of a Direct Annual Tax for the payment of the Principal and Interest on the <br /> Bonds. Funding for downtown capital improvements were identified for$8.76 million of the <br /> authorized bond. <br /> • December 6, 2010—Council approved Resolution R2010-223 authorizing a$168,000 <br /> Professional Services Agreement between the City of Decatur and Massie Massie and Associates <br /> to provide program administration assistance for the design of downtown streetscape and open <br /> space improvements. The proposed work includes sidewalks, parks, open spaces and parking in <br /> the downtown area. <br /> • March 21, 2011 — Council approved Resolution R2011-33 authorizing a$444,626.28 agreement <br /> with Homer L. Chastain&Associates, LLP, to design streetscape improvements for the <br /> downtown Main Street corridor between Eldorado Street and Wood Street. <br /> Page I 1 <br />
