Change Order 1—Scope of Work Page 1 of 2 <br /> Downtown Streetscape—Main Street <br /> Traffic Analysis <br /> Traffic Analysis <br /> The City of Decatur has requested Chastain perform a traffic analysis of the downtown <br /> area to document the effects of changes proposed in the planning stages of the Downtown <br /> Streetscape Projects. <br /> Project Area <br /> The area of study will consist of the street network bounded by and including Eldorado <br /> Street to the north, Wood Street to the south, Main Street to the west and Franklin Street <br /> to the east. <br /> Methods <br /> The analysis will look at the downtown system as a whole. Chastain has a variety of <br /> traffic analysis software in-house. This software is will be used to refine proposed <br /> models through"what-if' scenarios and can model a wide variety of different intersection <br /> types. The level of service(LOS)calculated for intersections along Main and Franklin <br /> streets will conform to IDOT accepted Highway Capacity Manual methods. <br /> Project Scope <br /> This analysis will consist of the following scope of work for the specified project area <br /> using the specified methods: <br /> Existing Traffic Model <br /> 1. Compile existing traffic count data <br /> a. Information from the Truck Study <br /> b. Information from IDOT <br /> c. Information from the City <br /> 2. Develop turning movement traffic counts <br /> 3. Build existing street network in software <br /> 4. Set street network parameters in software <br /> 5. Load existing signal timing data into the software <br /> 6. Run and refine model to match current observations <br /> a. Refine software settings <br /> b. Refine traffic producing nodes <br /> c.
