Public Works Memorandum
NO. 2011-26
DATE: May 6, 2011
TO: Honorable Mayor McElroy and City Council
FROM: Ryan P. McCrady, City Manager
Richard G. Marley, P.E., Director of Public Works
SUBJECT: 2011 Misc. Storm and Sanitary Sewer Improvement Project
City Project 2011-09
SUMMARY RECOMMENDATION:
It is recommended by staff that the City Council approve the attached resolution awarding the
contract for the 2011 Miscellaneous Storm and Sanitary Sewer Improvement Project, City Project
2011-09, to Entler Excavating Co., Inc., as the lowest bidder in the amount of$482,210, and that
the Mayor be authorized to execute the contract, and the City Clerk to attest.
PRIOR COUNCIL ACTOINS:
The City Council approved the FY 2011-12 Capital Improvements Plan which included an
allocation of funds for this project.
BACKGROUND:
Sanitary Sewer Priorities
Under the direction of the City Council, the Public Works Department has established four priorities
to improve the City's sanitary sewer collection system as defined in the Sanitary Sewer Master
Plan.
1. Critical Large Diameter Sewer Rehabilitation.
2. Sanitary Sewer Overflows Due to Inflow and Infiltration.
3. System Operation and Maintenance
4. Small Diameter Sewer Rehabilitation
The 2011 Miscellaneous Storm and Sanitary Sewer Improvement Project primarily address priority
numbers 3 and 4, system operation and maintenance and small diameter sewer rehabilitation. The
project is an annual project prepared by the Public Works Department to assist with both emergency
repairs and normal improvements to the City's storm drainage and sanitary sewer system.
Project Description
The 2011 Miscellaneous Storm and Sanitary Sewer Improvement Project includes work to install
new manholes at various locations in the City to assist with ongoing maintenance work by
providing better access for cleaning and inspection equipment. The project will remove and replace
damaged sanitary sewer segments as they are identified through televised inspections and routine
maintenance. This project enables the City to perform rapid response work as sewer system
problems arise and must be addressed quickly. Having unit bid prices in place for sewer repairs
enables the City to move rapidly to address collapsed pipe or sink holes as they are located in the
Page I 1
