The 2011 Storm and Sanitary Sewer Improvement Project repairs storm and sanitary sewers under one contract. All the repair costs at each location will be separated between storm and sanitary improvements and will be paid for under the Sewer Fund (sanitary sewer work) or Capital Improvements Fund (storm sewer work). The 2010 Storm and Sanitary Sewer Improvement Project successfully combined storm and sanitary sewer repairs into one contract. The combining of similar work allows the City to bid a larger project and secure better prices for the work. Public Letting Results The project specifications were prepared by the Public Works Department. The project was advertised Wednesday, April 6, 2011, and bids were opened on Wednesday, April 27, 2011. The results for the letting are as follows: Compared to Engineer's Est. Bidder Bid Price Over/Under Entler Excavating Co., Inc. $482,210.00 (-19.66%) Barr and Robison Sewer& Excavating, Inc. $489,350.00 (-18.77%) Otto Baum Co., Inc. $549,758.75 (-8.75%) Burdick Plumbing &Heating Co., Inc. $565,275.00 (-6.17%) Engineer's Estimate $602,450.00 ---- The 2011 Storm and Sanitary Sewer Improvement Project had a competitive bid atmosphere and the City received favorable bid prices. The extra funds that were budgeted in the Capital Improvement Plan will be reallocated to other storm and sanitary infrastructure improvement projects or kept in reserve for emergency repairs not covered under this project. Entler Excavating Co., Inc. provided the lowest bid for the proposed work and has successfully completed many other projects of this type for the City. Staff recommends that the City Council approve a contract with Entler Excavating Co., Inc. to perform the 2011 Miscellaneous Storm and Sanitary Sewer Improvement Project. POTENTIAL OBJECTION: There are no known objections to this resolution. INPUT FROM OTHER SOURCES: None STAFF REFERENCE: Richard Marley, Public Works Director and Matthew Newell, City Engineer. BUDGET/TIME IMPLICATIONS: Budget Impact: Funding for this project is currently allocated from the Sanitary Sewer Fund at $360,000 (sanitary sewer work) and the Capital Improvement Fund at $122,210 (storm drainage work). The Sewer Fund is supported by sanitary sewer user fees, and the Capital Improvement Fund is supported by transfers from the General Fund. The total project cost is $482,210. Page 2
