7. On-Call Inspections: On-call inspections are generally used to investigate critical sewer problems
such as sinkholes, blocked sewer services or mains, maintenance problems and some residential
complaints. The ability to quickly get a camera into a line that is experiencing a failure of some
type provides maintenance staff with a large amount of information to be used in determining a
proper course of action.
Staff proposes to focus televised inspection efforts on sewers in the city that currently have not been
televised. Having televised data of all the sewers will assist staff in creating a GIS database for the
City's sewer system condition assessment. Significant efforts will also be directed toward inflow and
infiltration(I&I) reduction in the sanitary sewer system. Ground water and storm water intrusion into
the City's sanitary sewer system is a significant cause of backups and overflows. Televising and
smoke testing are crucial elements in I&I reduction efforts.
Request for Proposals
In March 2009, the City's Public Works Department obtained proposals from firms interested in
providing pipeline inspection services for up to three fiscal years beginning with Fiscal Year 2010.
Proposals were sent to ten firms who perform televising and inspection services within Illinois.
Proposals were received from:
Tele Scan, Inc. of Mt. Zion, Illinois
Walden Associated Technologies, Inc. of Glen Carbon, Illinois
The submitted proposals were reviewed on the range of services provided, the quality of inspections,
the firm's ability to respond rapidly to emergency inspection requests, proximity of the firm to
Decatur and the general cost for services. Professional services contracts are not bid but are awarded
based on the firm's ability to serve the City.
Recommend Tele Scan
Staff proposes that the Tele Scan, Inc. professional services agreement be renewed for Fiscal Year
2012 in the amount of$350,000 to assist the City in the maintenance of its sanitary sewer system.
Tele Scan is a local firm that has fully demonstrated its ability to provide high quality sewer
inspection services to the City of Decatur at a reasonable cost.
To date in Fiscal Year 2011, Tele Scan completed the video inspection of over 225,000 feet of sewer,
5 smoke tests, 5 special studies and has responded to over 120 on-call inspection requests. It has
proven very beneficial to have a local firm engaged in televising work for the City.
The March 2009 agreement approved by City Council included an option for the City to renew the
agreement for up to two additional years with no increase to the various inspection and service fees.
Fiscal Year 2012 will be the last year under the agreement and staff will advertise a request for
qualification and proposal for the Fiscal Year 2013 televised inspections.
POTENTIAL OBJECTION: There are no known objections to this resolution.
INPUT FROM OTHER SOURCES: None.
Page 13
