Associates to design improvements to South Main Street and South Franklin Street between <br /> Wood Street and Cleveland Avenue. <br /> BACKGROUND: <br /> Motor Fuel Taxes are levied and collected by the State of Illinois; funds are allocated to local <br /> agencies and are administered by the Illinois Department of Transportation(IDOT). The City is <br /> required to adopt a resolution specifying the allocation of MFT funds to their intended project. <br /> IDOT must receive an MFT appropriation before they will approve project specifications. <br /> 1. The first resolution appropriates $1,718,000 in MFT funds for asphalt street work which <br /> will be the proposed 2011 Mill and Overlay project, City Project 2011-08. The Mill and <br /> Overlay project is part of the annual maintenance program that generally consists of <br /> milling off a portion of an existing asphalt street surface and placing a new asphalt <br /> concrete surface course that restores the integrity of the street surface. This year's project <br /> includes a significant amount of patching to repair failed street sections that are becoming <br /> more prevalent throughout the City as capital improvements to the street system are <br /> reduced. Portions of Martin Luther King, Jr. Drive and Garfield Avenue are also included <br /> to improve the deteriorated street sections that recently were involved in the major water <br /> main extension work. The second resolution appropriates $350,000 in MFT funds for concrete street <br /> reconstruction work which will be the proposed L &A Industrial Park Drive Concrete <br /> Pavement Reconstruction project, City Project 2011-11. This project will replace half of <br /> the failed concrete pavement providing access to this industrial park. The work will <br /> include removing the south half of the pavement, stabilizing the base and replacing it with <br /> an alternate of either concrete or asphalt. It is intended that the remaining portion of the <br /> street will be completed in the summer of 2012 if funding is available. <br /> 3. The third resolution appropriates $1,730,000 in MFT funds to improve South Main Street <br /> and South Franklin Street between Wood Street and Cleveland Avenue. The Route 51 <br /> Street Improvement project, City Project 2010-13 will reconstruct a portion of Main <br /> Street between Decatur Street and the Canadian National Railroad Bridge to the south. <br /> Page 12 <br />
