March 15, 2010 - Council approved Resolution R2010-46 which authorized $77,640 in contingency <br /> for the construction of the South Elevated Water Storage Tank. The contingency was included as <br /> part of the I-EPA loan for this project. <br /> BACKGROUND: <br /> South Pressure Zone <br /> When the new elevated water storage tank on South Franklin Street Road is filled this spring, the <br /> City's water customers south of the Lake will be in a new pressure zone that will be approximately <br /> 10 pounds per square inch(psi)higher than those they currently experience. This pressure zone will <br /> improve the reliability and consistency of water pressure for this side of the City. It will also serve to <br /> increase the amount of water available for Fire Departments to use in suppressing fires. <br /> Depending on the elevation and plumbing condition of some buildings, some water pressures may <br /> exceed 80 psi which is the maximum limit for normal residential water pressures. The Illinois <br /> Plumbing Code requires a pressure reducing valve to be installed on services that exceed 80 psi to <br /> assure that the water pressure is at or below 80 psi. Buildings at or below 655 feet in elevation may <br /> exceed 80 psi. <br /> Using the elevation capabilities of the City Geographical Information System(GIS), 643 water <br /> customers were determined to be at or below the elevation of 655 feet. These residents will be <br /> notified by mail that the City's contractor will be contacting them to schedule an inspection and to <br /> install a pressure reducing valve. Since the Illinois Plumbing Code requires the installation of <br /> pressure reducing valves, it will be mandatory that customers allow access to the contractor for this <br /> work. After installation and testing, the pressure reducing valve will become the responsibility of the <br /> water customer. <br /> The project also includes funding to retain the services of the contractor to respond to pressure related <br /> concerns that may arise in the area until August 2012. <br /> Project Bid Review <br /> The project plans and specifications were prepared by Engineering Division staff. The project was <br /> advertised on March 23, and March 30, 2011, and bids were opened on April 20, 2011. The results <br /> for the letting are as follows: <br /> Compared to <br /> Engineer's Est. <br /> Bidder Bid Price Over(-Under) <br /> Burdick Plumbing& Heating Co., Inc. $355,218 0.14% <br /> King-Lar Co. $375,788 5.94% <br /> J. J. Swartz Co., David Binder Mech. $431,219 21.57% <br /> Binder Plumbing &Heating, Inc. $496,073 39.85% <br /> Engineer's Estimate $354,710 ------ <br /> Burdick Plumbing &Heating Company, Inc. provided the lowest, qualified bid. Burdick Company <br /> is a highly respected local plumbing contractor that has done work in the City for 56 years. Staff <br /> recommends that the City Council approve a contract with Burdick Plumbing & Heating Company, <br /> Inc. to perform the Pressure Reducing Valve Installation project. <br /> Page 12 <br />
