Alexander, Director of Water Management <br /> SUBJECT: Pressure Reducing Valve Installation, City Project 2011-05 <br /> SUMMARY RECOMMENDATION: <br /> It is recommended that the City Council approve the attached resolution approving a contract in the <br /> amount of$355,218 for Pressure Reducing Valve Installation, City Project 2011-05,to Burdick <br /> Plumbing & Heating Company, Inc. as the lowest qualified bidder and that the Mayor be authorized <br /> to execute the contract and the City Clerk to attest. <br /> PRIOR COUNCIL ACTION: <br /> 2001 to 2007 Council took four actions on this project. Please refer to Appendix A for a description <br /> of prior actions. <br /> November 3, 2008—Council approved Resolution R2008-182 authorizing a Water Tank <br /> Maintenance Contract with Utility Service Company for the Garfield Avenue Water Tank. The <br /> contract is for 8 years at a total cost of$858,490. <br /> December 15, 2008— Council approved Resolution R2008-232 authorizing a Water Tank <br /> Maintenance Contract with Utility Service Company for the Division Street Water Tank. The <br /> contract is for 8 years at a total cost of$665,787. <br /> July 6, 2009 - Council approved Resolution R2009-109 which authorized an agreement with BGM to <br /> provide construction engineering and resident inspection services for the construction of the South <br /> Elevated Water Storage Tank and Booster Pump Station. The agreement was for$150,000. Council <br /> was informed that the City was applying for a low interest loan through the I-EPA to cover this work <br /> and that the work may be eligible for American Reinvestment and Recovery Act (ARRA) funds to <br /> cover a portion of the work. <br /> October 5, 2009—Council approved Ordinance Number 2009-71 authorizing the City of Decatur to <br /> borrow up to $15 million from the Public Water Supply Loan Program. The proposed loan covers <br /> engineering and construction costs associated with the construction of the South Elevated Water <br /> Storage Tank, Booster Pump Station and the Water Distribution Main from the South Water <br /> Treatment Plant (SWTP)to the City's elevated water tanks on East Garfield and West Division. <br /> October 19, 2009 - Council approved Resolution R2009-203 awarding the contract for the 1,000,000 <br /> Gallon Composite Water Tank and Booster Pumping Station Project, City Project 06-17, to <br /> Landmark Structures 1, LP, as the lowest, responsible bidder in the amount of$2,588,000. <br /> Page I 1 <br />
