ASO"*" <br /> Mass Transit Memorandum <br /> No. 022311-1 <br /> February 23,2011 <br /> TO: Honorable Mayor McElroy and City Council Members <br /> FROM: Ryan McCrady, City Manager <br /> Paul McChancy, Mass Transit Administrator <br /> SUBJECT: Amendment to FTA Operating Assistance Grant for FY-2011 <br /> SUMMARY Staff recommends that Council approve a Resolution to amend <br /> RECOMMENDATION: the federal transit operating assistance grant for FY-2011 from <br /> $447,629 to $1,044,859. <br /> BACKGROUND: In November the City Council approved the filing of a grant <br /> application with The Federal Transit Administration (FTA) for <br /> $447,629 in federal operating assistance for FY-2011. Funds for this <br /> grant would come from the remaining balance of the federal funds <br /> apportioned to Decatur for FY-2010. The FTA is still in the process <br /> of reviewing this grant application. <br /> The FTA recently announced the apportionments of grant funds <br /> for FY-2011 for each metropolitan transit system. Decatur's <br /> apportionment for FY-2011 is $597,230. (Note that additional <br /> funding for FY-2011 is expected later when the federal budget is <br /> passed.) Staff recommends that the current grant application for <br /> FY-2011 be amended to add the new apportionment funds ($597,230) <br /> for an amended total of$1,044,859. <br /> That amount is less than the $1,300,000 in FTA operating assistance <br /> that staff has budgeted for the current fiscal year. Staff proposes to <br /> add an additional $255,141 in FTA operating assistance when the <br /> federal budget is passed, and revised apportionment amounts are <br /> announced. That would increase the total operating assistance grant <br /> for FY-2011 to $1,300,000. <br /> POTENTIAL There are no known or expected objections to this grant <br /> OBJECTION: application. <br /> INPUT FROM Richard Foiles, General Manager, DPTS <br /> OTHER SOURCES: <br /> STAFF REFERENCE: Paul McChancy, Mass Transit Administrator <br /> BUDGET/TIME The requested FTA operating assistance grant funds require a <br /> IMPLICATIONS: 50/50 match. The local match would be made up of farebox <br /> revenues and state operating funds already awarded to Decatur. <br />
