Marley, P.E., Public Works Director <br /> SUBJECT: 2010 Trenchless Long Lining Repairs, City Project 2010-28 <br /> SUMMARY RECOMMENDATION: <br /> It is recommended that the City Council approve the attached resolution approving a contract in <br /> the amount of$404,996.25 for 2010 Trenchless Long Lining Repairs, City Project 2010-28,to <br /> Hoerr Construction, Inc., as the lowest qualified bidder and that the Mayor be authorized to <br /> execute the contract and the City Clerk to attest. <br /> PRIOR COUNCIL ACTION: <br /> The City Council approved the FY 2010-11 Capital Improvements Plan which allocated funds <br /> for this project. <br /> BACKGROUND: <br /> Sanitary Sewer Priorities <br /> Under the direction of the City Council, the Public Works Department has established four <br /> priorities to improve the City's sanitary sewer collection system as defined in the Sanitary Sewer <br /> Master Plan. <br /> 1. Critical Large Diameter Sewer Rehabilitation. <br /> 2. Sanitary Sewer Overflows Due to Inflow and Infiltration. <br /> 3. System Operation and Maintenance <br /> 4. Small Diameter Sewer Rehabilitation <br /> The recent increase in the City's sanitary sewer user charge will not begin until May 1, 2011 and <br /> the revenue increase will not be significant until 2012, therefore the increased funding is not used <br /> for this project. The 2010 Trenchless Long Lining Repairs project primarily addresses priority <br /> number 4 by repairing deteriorated sanitary sewer pipes. Secondarily, the lining work also <br /> addresses priorities 2 and 3 by decreasing the amount of ground water infiltration into the system <br /> and reducing the operation and maintenance costs in the system. <br /> 2010 Trenchless Long Lining Project <br /> The purpose of this project is to repair structural deficiencies in the sanitary system with a <br /> minimum disruption to service and disturbance to the surface. Structural deficiencies include <br /> broken and missing pieces of pipe, offset pipe joints and voids. All of the project locations were <br /> derived from the annual televised inspection reports. <br /> Page ( 1 <br />
