The trenchless long lining process involves the insertion of a resin saturated felt liner from <br /> manhole to manhole that hardens to repair the damaged pipe. Long lining differs from smaller <br /> trenchless point lining because point lining repairs only repair a few feet around a damaged <br /> section of pipe, whereas long lining the pipe repairs the entire pipe segment from manhole to <br /> manhole. Long lining is the most cost effective approach for pipes that have many structural <br /> deficiencies or significant damage. Once the lining is in place, it is pressed to fit tightly against <br /> the walls of the sewer pipe by either water or air pressure. The liner is then heated to activate the <br /> resin system, causing the pipe lining to cure and harden, thereby forming a new structural pipe <br /> within the old damaged sewer pipe. During this process, excess resin is forced into cracks,joints <br /> and irregularities of the old pipe, resulting in a bond between new and old pipe. When curing is <br /> complete, private lateral lines are re-opened using a remote controlled cutting tool. <br /> The 2010 Trenchless Long Lining Repairs Project will line approximately 11,600 lineal feet of <br /> 8", 10", 12", 18", 21 and 27" sanitary sewers at various locations throughout the City. The work <br /> also includes lateral reinstatement, video inspection, sewer cleaning, mobilization and traffic <br /> control. Work locations are provided on the Public Works Section of the City's website under <br /> Contractor Project Bid Information, www.decaturil.gov/contractorinfo/contractorinfo.html. <br /> Project Bid Review <br /> The project plans and specifications were prepared by Engineering Division staff. The project <br /> was advertised January 26, 2011, and bids were opened on February 18, 2011. Hoerr Construction's main office is <br /> located in Peoria, IL and was founded in 1944. Hoerr Construction provides multiple services in <br /> the sewer industry including, CIP linings, direction drilling, sewer cleaning, and open cut <br /> excavation. Hoerr Construction has successfully completed previous sewer cleaning projects for <br /> the City. <br /> Staff recommends that the City Council approve a contract with Hoerr Construction, Inc. to <br /> perform the 2010 Trenchless Long Lining Repairs project. <br /> Page 12 <br />
