 303 E.Wacker Dr.
Suite 1400
Chicago,IL 60601
312-373-7700 tel
August 24, 2015
Matthew C. Newell, PE
City Engineer
City of Decatur Public Works Department
#1 Gary K Anderson Plaza- 3rd Floor
Decatur, Illinois 62523
Regarding: Decatur CMOM and Consent Order Compliance Program
Phase I Scope of Work
Dear Mr. Newell:
AECOM Technical Services, Inc. (AECOM) is pleased to provide this scope of work(Scope)for the
above-referenced project. This Scope encompasses AECOM's Phase I services and is based on
approximately a one-year duration which coincides with the initial requirements in the City of
Decatur's (City) draft Consent Order(Order). It is intended that the scope and budget for Phase II
services be negotiated near the completion of the first year(Phase I) services described herein.
This Scope represents AECOM's current understanding of both the services requested by the City
and the requirements of the Order, as they relate to this initial phase of the project. Further delays,
revisions, and acceptance of the final Order may warrant additional revisions to this Scope. Phase I
Scope includes the eight tasks described herein. Note tnat a detailed breakdown ot task costs is
included in this Scope.
Background
The City submitted a markup of the draft Order to the U.S. Environmental Protection Agency, Region
5 Headquarters in Chicago, Illinois (US EPA). On July 28, 2014, a meeting was conducted at
Headquarters with representatives from the US EPA, City, Barnes & Thornburg, LLP (City legal
counsel) and AECOM. At this meeting, the US EPA verbally agreed in principal to the draft Order with
only minor exceptions. A new draft was reviewed with the City on a June 9, 2105 conference call.
This scope of work was developed following that meeting and call, but prior to final acceptance and
execution of the Order.
