ix. Previous collection system performance data(i.e. Sanitary Sewer
Overflow, Unauthorized Combined Sewer Overflow, and Property Backup
locations).
b. A clear assessment of each targeted area and the reasoning behind why the area is
being targeted. This assessment shall consider the locations of previous
occurrences of SSOs,Unauthorized Combined Sewer Overflows, and Property
Backups and shall rank the targeted areas in terms of either the area with the
highest contribution of UI, the area with the least amount of conveyance capacity,
or both. If another ranking methodology is used, it shall be explained in detail.
c. A mapping investigation of each targeted area that considers the following:
i. Stornn sewers crossing or running parallel to Separate Sanitary Sewers;
ii. Sanitary Sewers constructed near rivers, streams, ditches, ponding areas, or
flooding areas that may be sources of UI;
iii. Sanitary Sewers constructed in unsuitable soils that may be subject to
settling, resulting in open joints and/or pipe cracking;
iv. The age, size, and type of the major sewers within the target area; and
v. Known or potential problem areas within the target areas including SSOs,
Unauthorized Combined Sewer Overflows, and Property Backups that have
occurred.
d. An alternatives analysis for each target area that will recommend actions that take
all feasible steps to elizninate excessive UI into the Respondent's Separate
Sanitary Sewer Collection System to mitigate the impact of excessive UI on SSOs
and Property Backups. Respondent shall also identify solutions to any hydraulic
deficiencies within both its Separate Sewer Collection System and its Combined
Sanitary Sewer Collection System that are contributing to SSOs, Unauthorized
Combined Sewer Overflows, and Property Backups. The alternatives analysis ,
shall address, but not be limited to, the following:
i. A description of each technically feasible alternative considered within the
targeted areas that will eliminate Sanitary Sewer Discharges and
Unauthorized Combined Sewer Discharges and prevent Property Backups
from occurring. Respondent shall give specific consideration to
addressing the following types of actions:
1. Improvements to the existing sewerage including repairs,
rehabilitation, or replacement of sewer pipes or lift stations;
8
