Development Services
No. 15-35
DATE: 8/31/2015
TO: Honorable Mayor Moore Wolfe and City Council
FROM: Tim Gleason, City Manager
Billy Tyus, Assistant City Manager
SUBJECT:Mound Center Parking Lot Rehabilitation Project, City Project 2015-
06
SUNIlVIARY RECOnIlVIENDATION: It is recommended by staff that the City
Council approve the attached resolution awarding the contract for the Mound Center
Parking Lot Rehabilitation Project, City Project 2015-06, to Tyrolt, Inc. d1b/a Dunn
Company, as the lowest, responsible bidder in the amount of$53,002.26 and that the
Mayor be authorized to execute the contract and the City Clerk to attest.
BACKGROUND:
The City and Olive Garden held joint responsibility for maintenance of the parking lot
located just north of the site that will house the new Ashley Furniture Store at Mound
Center as per terms of the 2006 Operating and Easement Agreement governing the
development of Mound Center. As part of the agreement to sell the land for the new
Ashley retail development approved on October 7, 2013, it was agreed that the parking
lot would be returned to a "first class condition" within 45 days before the store opens
for business. We have sent notice to GRMUOIive Garden for the company to pay it's
portion of the cost for the repairs and other fees due as per terms of the agreement
totaling$39,843.50 which would offset portions of the cost of the project.
Aging has resulted in the pavement beginning to dry out and cracks becoming wider. To
restore the pavement it is proposed to seal the cracks and spray a layer of asphalt
emulsion across the surface to rejuvenate the pavement. A section of the parking lot
will also need new asphalt due to damage done by garbage trucks driving across the
parking lot. The attached site plan shows the area of the parking lot to receive new
asphalt.
Letting Results
The project scope and specifications were prepared by the Engineering Division. The
project was advertised on August 19 and 26, 2015, and bids were opened on August 31,
2015. The results of the letting are as follows (bid tabulation attached):
