 f `
The Critical Sewer Facility Plan will allow the Citto appl- for the Illinois Environmental Protection
Aency (IEPA) loan program. The facility plan will be written to follovUS-EPA"s guide lines for
state-administered loan programs. The Facility Plan includes an engineering study of the rehabilitation
costs and options, environmental review and a public comment period. The 2011 IEPA loan program
is forecasted to have an interest rate of 2.5% for a 20 year loan.
The Critical Sewer Facility Plan will include 4 of the critical sewers. The critical sewers that will be
included in the plan are the Lake Shore Drive Sewer, 7th Ward Sewer, McKinley Avenue Sewer and
Union Street Sewer. The Broadway Sewer was rehabilitated within the last 25 years and will not be
included. The Broadway Sewer Rehabilitation received an IEPA loan and is forecasted to be retired in
2013. The Critical Sewer Facility Plan will allow the City to apply for IEPA loans within a period of
five years after approval of the plan. The Facility Plan is anticipated to take up to a year for the IEPA
to review.
The rehabilitation of the four critical sewers does not have to be completed at one time or with one
project loan, the IEPA allows for multiple loans with one approved Facility Plan. The engineering
design costs for construction plans and specifications are also loan eligible. If funding is available, the
first proposed project would be the design and rehabilitation of the Lake Shore Drive Sewer. The
Facility Plan can be updated and resubmitted to the IEPA if the projects are not completed within the
five years.
POTENTIAL OBJECTION: None
INPUT FROM OTHER SOURCES: Bainbridge, Gee, Milanski, and Associates, Inc.
STAFF REFERENCE: Richard Marley, Public Works Director and Matt Newell, City Engineer.
Richard Marley will be in attendance at the City Council meeting to answer any questions of the
Council on this item.
BUDGET/TIME IMPLICATIONS:
Budget Impact: The proposed engineering services agreement with Bainbridge, Gee, Milanski, and
Associates, Inc. is for a cost not to exceed $116,249.59.
