Marley, P.E., Public Works Director <br /> SUBJECT: Agreement with URS Corporation for Supplement#1 to the Preliminary Design <br /> of the South Shores Bridge over the Sand Creek Arm of Lake Decatur, City <br /> Project 2009-OS <br /> SUMMARY RECOMMENDATION: <br /> It is recommended by staff that the City Council approve the attached Resolution authorizing <br /> Supplement#1 to the Agreement with URS Corporation for the preliminary design of the South <br /> Shores Bridge over the Sand Creek Arm of Lake Decatur, and the Mayor to sign and the City Clerk <br /> to attest. The expenditure far the services provided in Supplement#1 is not to exceed $57,200 <br /> which is added to the original cost of$77,500 bringing the total cost of the preliminary design <br /> agreement to $134,700. <br /> The Sanitary District of Decatur will reimburse the City $16,300 of the preliminary design costs <br /> related to raising the District's interceptor. <br /> PRIOR COUNCIL ACTION: <br /> • August 2,2004—Council approved Resolution R2004-115 authorizing an Agreement with <br /> Homer L. Chastain&Associates (Chastain)to inspect five precast concrete deck bridges, <br /> including South Shores/ Sand Creek, for a fee not to exceed $7,965. <br /> • April 20,2009—Council approved Resolution R2009-50 authorizing an agreement with <br /> URS Corporation to complete a preliminary design of the South Shores Bridge over the <br /> Sand Creek Arm of Lake Decatur at a cost of$77,500. <br /> • September 20, 2010—The City Council, in study session, recommended increasing the <br /> bridge clearance by approximately 3 feet to provide better access for Sand Creek Basin <br /> boaters. <br /> BACKGROUND: <br /> The South Shores-Sand Creek Bridge was originally built in 1909. A new superstructure was <br /> placed on the old abutments in 1965. The foundation and abutments are 100 years old and the <br /> super-structure is 45 years old. Routine inspections carried out by City staff and various consulting <br /> engineers since 2004 have determined that the outside beams of this bridge are deteriorating and <br /> have moved with respect to the rest of the bridge. In August 2006, the Illinois Department of <br /> Transportation (IDOT) directed the City to place a weight restriction on the bridge and to perform <br /> yearly follow-up inspections to monitor the outside beams of the bridge; the follow-up inspections <br /> Page ( 1 <br />
