. t . k
Public Works Memorandum
NO. 2009-51
DATE: September 13, 2010
TO: Honorable Mayor McElroy and City Council
FROM: Ryan P. McCrady, City Manager
Richard G. Marley, P.E., Public Works Director
SUBJECT: Award Contract for Seal Coat Treatment, City Project 2010-04
And Appropriate Motor Fuel Tax Funds
SUMMARY RECOMMENDATION:
It is recommended by staffthat the City Council approve the attached Resolutions authorizing
the Mayor to sign and the City Clerk to attest to the following items related to the Seal Coat
Treatment Project, City Project 2010-04.
1. Appropriation of an additional$100,000 in Motor Fuel Tax(MFT) funds to pay for
municipal maintenance costs. These costs include $285,143 for traffic signal
maintenance costs that were approved previously by Council, and $100,000 for seal coat
(oil and chip) project costs. The total amount of MFT funds allocated for municipal
maintenance costs is $385,143. The $100,000 in oil and chip funds includes $81,300 in
project costs and $18,700 for contingencies.
2. Resolution awarding the contract for Seal Coat Treatment to Earl Walker Company, Inc.,
as the lowest, responsible bidder in the amount of$81,300.
BACKGROUND:
Prior Council Action
• May 3, 2010- Council approved Resolution R2010-90 approving the appropriation of
$285,143 in Motor Fuel Tax funds for the purpose oftraffic signal maintenance throughout
the City of Decatur from January 1, 2010 to December 31, 2010.
Annual Mill and Overlay Project Delayed
Due to the heavy project load for the Engineering Division it was determined that a more
extensive mill and overlay project could not be reasonably completed prior to the onset of cold
weather. The annual mill and overlay project has been delayed and it will be proposed that
unused funds be added to the 2011 project.
Page 1
