Alexander, Director of Water Management <br /> SUBJECT: Emergency Repairs Resulting from a Water Main Break on South <br /> Side Drive <br /> SUMMARY RECOMMENDATION: <br /> It is recomtnended by staff that the City Council approve the attached resolutions <br /> authorizing expenditures of$5,813.30 to Barr&Robison Sewer&Excavating, Inc. and <br /> $58,500 to United Contractors Midwest for the repair of a water main break on South <br /> Side Drive and the attendant street damages. <br /> PRIOR COUNCIL ACTION: <br /> No prior Council action has been taken on this repair work. The City Manager was made <br /> aware of, and signed, an emergency order(attached)to perform the necessary pavement <br /> repairs under Chapter 46, Section 2 of the Decatur Municipal Code. <br /> BACKGROUND: <br /> On Thursday, August 12, 2010, a 12"water main in South Side Drive(Illinois Route <br /> 105) ruptured causing significant damage to a large section of pavement and forcing the <br /> total closure of the State highway. <br /> The necessary repair work was initiated immediately under the authorization of the City <br /> Manager acting in accordance with Chapter 46, Section 2 of the City Code due to the <br /> threat posed to the health, safety, and welfare ofthe public. <br /> The water main was over 10' deep which is beyond the ability of City crews to repair due <br /> to the shoring and additional equipment required for an excavation of this depth. Barr& <br /> Robison Sewer and Excavating was retained to perform the necessary water main repairs. <br /> This work was completed on Friday, August 13. Water main repair costs totaled <br /> $5,813.30. <br /> South Side Drive is currently being rehabilitated by United Contractors Midwest (UCM) <br /> under contract to the Illinois Department of Transportation (IDOT).
