Marley, P.E., Public Works Director <br /> SUBJECT: Resolution Accepting the Bid and Authorizing the Execution of a Contract for <br /> 2015 Storm Drainage Improvement Project, <br /> City Project 2015-30 <br /> SUMMARY RECOMMENDATION: <br /> It is recommended by staff that the City Council approve the attached resolution accepting the bid <br /> and awarding the contract for the 2015 Storm Drainage Improvement Project, City Project 2015-30, <br /> to Kinney Contractors, Inc., (Kinney), as the lowest responsive and responsible bidder in the <br /> amount of$71,132, and that the Mayor be authorized to execute the contract, and the City Clerk to <br /> attest. <br /> PRIOR COUNCIL ACTIONS: <br /> December 1, 2014 - The City Council approved the Fiscal Year 2015 Capital Improvements Plan, <br /> which included an allocation of funds for this project. <br /> BACKGROUND: <br /> Storm Sewer Priorities <br /> The 2009 Stormwater Master Plan addresses three main topics: <br /> 1. Stormwater Problem Area Prioritization <br /> 2. Regulation, Standards, and Policies <br /> 3. Stormwater Expenditures and Funding Mechanisms ; <br /> In April, 2014, the City Council approved the creation of a Stormwater Utility to provide a <br /> dedicated funding source to improve known drainage problems and to improve maintenance on <br /> existing stormwater facilities. The 2015 Storm Drainage Improvement Project will primarily <br /> address item 1 above by targeting ongoing drainage problems and those that have been identified as j <br /> priorities over the past several months or years. <br /> Project Description <br /> The 2015 Storm Drainage Improvement Project will work to resolve various storm drainage <br /> concerns that the City has been monitoring for the past several years and some that have come to <br /> light in recent months.
