Marley, P.E., Public Works Director SUBJECT: Resolution Accepting the Bid and Authorizing the Execution of a Contract for 2015 Storm Drainage Improvement Project, City Project 2015-30 SUMMARY RECOMMENDATION: It is recommended by staff that the City Council approve the attached resolution accepting the bid and awarding the contract for the 2015 Storm Drainage Improvement Project, City Project 2015-30, to Kinney Contractors, Inc., (Kinney), as the lowest responsive and responsible bidder in the amount of$71,132, and that the Mayor be authorized to execute the contract, and the City Clerk to attest. PRIOR COUNCIL ACTIONS: December 1, 2014 - The City Council approved the Fiscal Year 2015 Capital Improvements Plan, which included an allocation of funds for this project. BACKGROUND: Storm Sewer Priorities The 2009 Stormwater Master Plan addresses three main topics: 1. Stormwater Problem Area Prioritization 2. Regulation, Standards, and Policies 3. Stormwater Expenditures and Funding Mechanisms ; In April, 2014, the City Council approved the creation of a Stormwater Utility to provide a dedicated funding source to improve known drainage problems and to improve maintenance on existing stormwater facilities. The 2015 Storm Drainage Improvement Project will primarily address item 1 above by targeting ongoing drainage problems and those that have been identified as j priorities over the past several months or years. Project Description The 2015 Storm Drainage Improvement Project will work to resolve various storm drainage concerns that the City has been monitoring for the past several years and some that have come to light in recent months.
