1. Repair a deteriorated inlet and erosion around storm drainage structures located on North Taylor <br /> Road. <br /> 2. Repair a collapsed storm drain pipe and reconstruct three storm drainage inlets on Phillips <br /> Drive. <br /> 3. Repair damage to the street and improve storm drainage on Robinson Avenue. <br /> 4. Repair leaking storm sewers and a pavement collapse on McKinley Avenue, north of Decatur <br /> Memorial Hospital. A sink hole near leaking storm sewers has undermined and damaged a <br /> section of concrete pavement. <br /> 5. Replace 78 feet of failed storm sewer pipe on the far west end of Corman Court. <br /> Public Letting Results <br /> The project specifications were prepared by the Public Works Department. The project was <br /> advertised Wednesday, August 26, 2015, and bids were opened on Thursday, September 10, 2015. <br /> The results from the letting are as follows: <br /> Compared to Engineer's Est. <br /> Bidder Bid Price Over/Under <br /> Kinney Contractors,Inc. $71,132.00 2.51% <br /> Otto Baum Company, Inc. $91,201.40 31.43% <br /> Hutchens Bulldozing, inc. No Bid ----- <br />, Barr&Robison Sewer&Excavating No Bid ----- <br /> Petersburg Plumbing&Excavating No Bid ----- <br /> En ineer's Estimate $69,393.00 ----- <br /> Five contractors took out bid packages and two contractors submitted a bid proposal for the 2015 <br /> Storm Drainage Improvement Project. Kinney Contractors, Inc. provided the lowest responsive and <br /> responsible bid at 2.51% above the Engineer's Estimate. The bids were higher than the engineer's <br /> estimate largely due to the variety of smaller work items at various locations. <br /> Kinney has successfully completed several projects for the City and adheres to the prevailing wage <br /> rate requirements of the State of Illinois. Staff recommends that the City Council approve a <br /> contract with Kinney Contractors, Inc. to perform the 2015 Storm Drainage Improvement Project. <br /> Contractors for City Projects shall comply with City Code Chapter 28, Article 10, "Minority <br /> Participation Goals for Public Works Contracts." <br /> Contractors for City projects shall make a good faith effort to comply with the following minimum <br /> goals: <br /> L Ten (10) percent of the total dollar amount of the contract should be performed by Minority <br /> Business Enterprises if subcontracting opportunities are available; and, <br /> 2. Eighteen (18) percent of the total hours worked should be performed by minority workers. <br /> Subcontracting is not required for a City project. Kinney does not intend to use subcontractors for <br /> this project. <br /> Page � 2 <br />
