Marley, P.E., Public Works Director <br /> SUBJECT: 1500 Block West Macon Street Reconstruction Project, City Project 2010-03 <br /> SUMMARY RECOMMENDATION: <br /> It is recommended by staffthat the City Council approve the attached resolution which authorizes <br /> awarding the contract for the 1500 Block West Macon Street Reconstruction Project, City Project <br /> 2010-03, to Christy-Foltz, Inc., as the lowest, responsible bidder in the amount of$288,530, and that <br /> the Mayor be authorized to execute the contract, and the City Clerk to attest. <br /> PRIOR COUNCIL ACTION: <br /> There has been no previous council action on this project. <br /> BACKGROUND: <br /> On May 25, 2010, a 56 year old 12" water main on West Macon Street, east of Dennis Avenue, burst, <br /> undermining over 100 feet of historic brick pavement. A second water main break, on the same line <br /> and near the same location two nights later increased the damage. The extensive damage to the street <br /> sub-base and surface caused by the high pressure water discharging from the water main is beyond <br /> the normal maintenance repairs performed by City crews. Total reconstruction of this portion of the <br /> street is required. <br /> Due to the estimated costs involved, alternate bids were requested. Alternate 1 replaces the damaged <br /> street section with brick pavement. Alternate 2 replaces the damaged street section with concrete <br /> pavement. <br /> As part of the base bid, the 12" water main on Macon Street between Dennis Avenue and Taylor <br /> Avenue will be lined with a cured-in-place liner. This water main was installed in 1954 and the <br /> portions that broke were heavily corroded. It is necessary to strengthen the main along with the street <br /> work. Cured-in-place lining of water mains is a relatively new procedure based on technology that <br /> has been used for many years in sanitary sewers. A fabric tube is saturated with resin and pulled <br /> through the water main where it is inflated against the old pipe while the resin hardens to form a new <br /> pipe within the old water main. This method of rehabilitation results in a new pipe that is installed <br /> with limited street excavation and minimal disruption to area residents. <br /> Page � 1 <br />
