.
The project plans and specifications were prepared by Engineering Division staff. The project was
advertised June 23, 2010, and bids were opened on July 8, 2010. The results for the letting are as
follows:
Engineer's Compared to Eng
Christy-Foltz, Inc. Estimate Estimate
Over(-Under)
Base Bid Price $195,780 $200,050 (-2.13%)
Alternate 1 $92,750 $78,750 ----------
Alternate 2 $50,750 $36,750 ----------
Base Bid+ Alternate 1 $2gg,530 $278,800 3.49%
(Brick Pavement)
Base Bid + Alternate 2 $246,530 $236,800 4.11%
(Concrete Pavement)
City Administrative Policy and Procedure E-130 requires that "any work affecting brick streets ...
be done in such way as to minimize damage and retain the historical character of the street." Based
on this policy and the street being within the City's Historical District, staff recommends that
Alternate 1 (Brick Pavement) be approved. The cost for the brick pavement alternate is $42,000
higher than the concrete pavement option. The higher cost is largely due to the labor intensive
handwork involved in placing the bricks, whereas installing a concrete pavement is much less
intensive.
Christy-Foltz, Inc. was the sole bidder on the proposed project. The bid received for both alternates
are within 5% of the Engineer's Estimate. Christy-Foltz is a local firm that has successfully
completed several projects for the City, including the installation ofbrick pavement. City staff
recommends that the City Council award a contract with Christy-Foltz, Inc. to perform the 1500
Block West Macon Street Reconstruction Project using the brick pavement alternate.
POTENTIAL OBJECTION: At least one objection was raised when it was found that a non-
brick alternate was being proposed for the repair
INPUT FROM OTHER SOURCES: Water Management Department
STAFF REFERENCE: Richard Marley, Public Works Director, Matt Newell, City Engineer,
Richard Marley will be in attendance at the City Council meeting to answer any questions of the
Council on this item.
BUDGET/TIME IMPLICATIONS:
Budget Impact
Funding for this project is allocated in the 2008 Project Fund.
